Otara is the goddess of Civilisation and Order. Otara came into being alongside the first civilisations that were created in the Mortal Realm.

Otara tends to be venerated by mercantile tradesmen and those that favour order as a means for civilisation.

Cosmologically, Otara is opposed to Da'ir, Goddess of Nature, Viðer, God of Forests, and Tiamat, goddess of Destruction.
