The Eolder Council is a conglomerate of nine elected but anonymous officials that rule the Nation of Lythran. While their noted name is official, most refer to the group as 'the Fingers' on account of their sacrifice to join the council - giving up all lands and titles by severing their Noble Finger, the right index, where a lord's signet is worn.
Eight of the 'Fingers' are chosen from a member of each of the Great Houses of Lythran, with a ninth member chosen at random from the The Common Folk. They convene at session on the island of St. Perigé's Hollow in the The Consilium.
it is said that during session, each member wears an enchanted mask which disguises their body and voice to lend greater credence to their words. This, combined with the anonymous nature of their existence, gives them a level of trust that all Realm-lords follow.
The Eolder Council was formed after the last King of Lythran, King Gustav II, relinquished power to the people after a vision of peace granted to him during the last alignment.
All members of the council are mortal and chosen from each realm through a ceremony that can only be completed each Lunar Alignment.

By decree, each realmlord of Lythran must have a mage by their side, to act as the mouth of the Eolder Council and to assist with any arcane troubles that brew in their lands. Lower lords may also have mages by their side, but must apply and pay due to the council for them, acting as a status symbol among other lords.
Most mages are trained by the council in either the Concilium or the Praesidium, a library fortress in the city of Alfear in the north Heartlands. For a while, in the fourth century, the Eolder Council attempted to outlaw "un-confirmed magicians" due to an increasing of the understanding of the flux among those outside of the Eolder Council. This, however, eventually led to the Arcane Mutiny in 330 AUE and the freedom of arcane practice, though some spells still remain a guarded secret.
