Khei Lai / Winter's Domain was created by Huran Zhi / Nyxal to be one of the four Rune Pillars bordering Plumamentia - specifically, the furthermost North. It embodies, amongst other things, the concepts of entropy and of purity, and is guarded by Khei Lai / Winter, one of the four Dragon Lords / Laiwang.
