Drâihari government consists entirely of influential associations or cliques that orbit the central will of an elven Divine. Known in Arunaic as Kabals, or Cadre.
While primarily serving their own interests foremost--this usually serves the greater welfare of the rest of their society as destructive cadre are as frequently put down by others-- Sometimes in raids sanctioned by the The Arch-Divine themself.
These cadre, known as d.Karaehoth or simply d.Hoth by the Drâihari themselves, will take up custodianship of an aspect of governance or infrastructure; Such as management of an arena for bloodsports or the supply-chain of food from their territory.
A Divine must technically be sanctioned or acknowledged by the The Arch-Divine to form a cadre. Usually, the unchallenged existence of a Divine's claim is enough for their people to consider their authority legitimate.
The Arch-Divine does not (or wishes to project so--) have time to tend to every upstart among their kind and non-interference is generally his blessing to proceed.
Specific kabals differentiate themselves from others and identify members through the use of designs of body decoration. Usually paint, ink tattoos or scarification.
While forms of dress can sometimes be associated with a particular cadre, it's the body art that foremost advertises their association.
