Description
The Ethereal Plane is the innermost transverse plane, its fogs encompassing The Material Plane, The Feywild, Shadowfell, and The Elemental Planes, allowing passage between them.
It is known as the plane of memory, because it contains echoes of what has transpired. In regions where the border between the Ethereal and elsewhere is weak, ghostly fragments play out flickers of the past, like a broken film reel running on repeat. These fragments are often mistaken for ghosts, but they are in fact soul-less memories.
The Ethereal Plane is the home of spirits in between lives. It draws in shattered souls and releases them reformed. There, broken fragments of souls coalesce together and are reformed into new souls.

Location:
The Ethereal Plane is surrounded by The Outer Planes, bordered most closely by The Distant Planes. Its borders also brush against The Astral Plane.
The plane itself surrounds and permeates The Inner Planes.
Neighbors:
As a transitive plane, the Ethereal Plane serves as a bridge between the various Inner Planes. One can use it to travel from any Inner Plane to any other.
Inhabitants:
Undead lacking physical form, such as ghosts, often reside in The Ethereal Plane. Some monstrosities come from the plane, usually horrifying amalgamations of tortured memories. Creatures of this plane tend to be filled with melancholy, driven by a sense of unfinished business or un-righted wrongs which prevent them from moving on to their next lives.
The Soul Guard are a legion of mostly Ethereal Plane natives, known as False Undead, who were born from the plane and are forever ethereal.
The deities of The Ethereal Plane are known to be some of the most human deities in The Universe, seeming to express the most desires and emotions unconnected with their domain demands compared to any other pantheon.
Rulers:
Rithon rules over The Ethereal Plane, working to ensure that the only lingering inhabitants are those not native to the plane.
Origin
When the Inner Planes first began to form, The Ethereal Plane formed like a network of blood vessels to connect them all together and ferry souls between life and death and back again.

Additional Information/Art
An adventurer might seek to travel to the Ethereal Plane for several reasons. A creature on the Ethereal Plane cannot be seen or heard by someone on the Material Plane, allowing it to be used strategically to avoid enemies. Similarly, a creature in the Border Ethereal can bypass solid objects on the Material Plane. This makes infiltrating a location without proper defenses against extraplanar incursions all too easy for creatures that can travel between the Ethereal and Material Plane.
Those brave enough to travel to the Deep Ethereal can use the Ethereal Plane as a gateway to travel the multiverse. Curtains of vaporous color are scattered throughout the Deep Ethereal that, when passed through, can lead travelers to regions of the Border Ethereal connected to one of the Elemental Planes, the Material Plane, the Feywild, or the Shadowfell. This makes the knowledge of how to safely travel the Ethereal Plane a powerful bargaining chip for purveyors of extraplanar travel.
