The Outer Planes

Function: The Outer Planes are the origin of all comprehensible primal concepts.
Rulers: Each individual plane has its own ruler(s).
Inhabitants: Divine beings inhabit these planes, collectively known as Celestials.
Description
The Outer Planes are made up of the five primal domains- Order (Peace), Knowledge(Perfection), Ruthlessness(Satisfaction), Action(Freedom), and Acceptance(Harmony), and their 10 intersecting demiplanes.
These planes are the planes of primal forces. The planes are flexible and immaterial, all substance and stability subject to the whims of the plane's ruling gods. Rulers of planes embody their primal forces to the highest degree, incapable of doing anything else.

Location:
The Outer Planes is bordered by the unfathomable Far Realms, untouchable by even the greatest divinities.
The planes themselves surround The Elemental Planes, the beginning of materiality.
The Astral Sea runs through these planes.
Contents:
Mechanus is the plane of Order (Peace).
Arcadia is the plane of Knowledge (Perfection).
Soular is the plane of Ruthlessness (Satisfaction).
Pandemonium is the plane of Action (Freedom).
Harmony is the plane of Harmony (Acceptance).
These planes overlap to form demi-planes of dual neighboring or opposed forces, The Neighboring Planes and The Distant Planes, respectively.
Inhabitants:
Divine creatures dwell in these planes. Creatures from The Inner Planes fair poorly in these non-material, metaphorical environs, hostile to anything that differs too much from the plane itself.
Rulers:
Being a collection of planes, The Outer Planes has no one overseer. Rather, each plane and demi plane has its own god or god(s) which rule it.
Origin
The Outer Planes formed from The Far Realms and The Astral Sea, beginning with the five primal forces. Each force segmented itself off into a corner, and then produced its own god(s), to expand, defend, and rule over the plane. Over time, the primal forces interreacted, forming demi planes which produced their own gods.
