Description
Inhabitants of The Hells seek to obtain total dominion over all others, but they must do so under strict structures of order, maximizing their own power by trapping others into contracts that force them into eternal service, removing them as possible threats while simultaneously bolstering the devil's power.
All work of devils ultimately feeds the power of Calyus herself, as souls and other wealth they collect are taxed up the line of command, Calyus always getting their cut in the end.

Location:
The Hells sits with the rest of The Distant Planes in the inner ring of The Outer Planes.
Neighbors:
The Hells sits between Soular and Mechanus. Its residents maintain constant vigilance and fortification, guarding against the slightest hint of intrusion from either plane.
Inhabitants:
Devils inhabit The Hells, bound by nature to follow contracts, to only take what others agree to give them. Despite being stereotyped as scheming backstabbers, Devils are known to (sometimes) work willingly with other Devils, believing that if their group benefits, they will benefit as well. Yet despite this belief, only the choice top few ever seem to get anywhere in their goals.
Rulers:
Calyus rules over The Hells, a powerful figure who maintains order and unity, growing rich and powerful off the labor of their fellow devils.
Origin
The Hells were a natural result of Soular's desire for power and control and Mechanus's desire for absolute order colliding.
