Ishthal's obsession with order and satisfaction manifest as a desire for unity, to bring everything within the universe under one banner (so long as that banner is his).
He once almost succeeded in this endeavor, leading to The Grey Convergence. However, deities and mortals united to restore balance to the universe, and Ishthal was deposed by Calyus in an event known as The Deposition of Ishthal, making him the only deity to ever be stripped of their domain.
