
Often forced into positions of leadership, Warlords of Liberty rise from the ranks of the common folk. When a tyrant oppresses the weak, when a monarch raises taxes beyond endurance, or when invaders conquer villages, leaders emerge to rally the people in resistance. These warlords embody defiance, unity, and the will of ordinary folk to stand against injustice.

Level 3
Liberty Exploits
You learn certain Exploits and Orders at the Warlord levels noted in the table below. They don't count against your total number of Exploits Known and can't be switched upon gaining a level.

Coordinated Assault
You and your comrades fight best when acting as one. Once per turn when you issue an Order, you can also issue a Support Order (no action required).
Salt of the Earth
Coming from the common folk, a life of hard work has made you resilient.
Your hit point maximum increases by 3 immediately, and by 1 again whenever you gain a Warlord level.
When you use your Inspiring Word on an ally with the Grappled or Restrained condition, they have advantage on their next roll to release themselves from the condition.
When you take the Carousing downtime activity, you have advantage on all rolls to carouse with the lower classes.
Level 6
Band Together
Separated, you are vulnerable, but united, you are unbreakable. When an ally within 4.5 meters of you takes damage, you can use your reaction to rally other allies to their side. You divide the damage that creature would take evenly among willing creatures within 4.5 meters of it (including the original target). All creatures must be able to hear you in order to participate.
Level 14
Strength in Numbers
The more comrades you rally to your cause, the greater your leadership potential. When you roll initiative, you regain a number of expended Exploit Dice equal to the number of allied creatures within 4.5 meters of you.
Equip Militia
Once per long rest, you can expend an Exploit Die to spend 8 uninterrupted hours training a number of friendly humanoids equal to your Leadership modifier. These humanoids can't be player characters or retainers, and must be of a level below your Warlord level. After training is complete, the humanoids gain the following benefits permanently:
If they don't have proficiency in any martial weapons, they gain proficiency with a martial weapon of your choice;
They gain armor training with light armor and shields;
Their maximum hit points increases by your Warlord level;
They gain proficiency in Athletics or Stealth (your choice);
They gain proficiency in Wisdom saving throws.
They can be used as Bastion defenders.
Once you train a humanoid in this way, they can't be trained again.
Level 18
Grand Revolutionary
You are destined to disrupt tyrants and inspire resistance wherever you go.
The range of your Band Together and Strength in Numbers features increases to 9 meters.
Whenever you use Inspiring Word or Rallying Cry, you can target up to three creatures within range instead of one. For Rallying Cry, all targets must have failed the same saving throw in order to be affected by the same use of the Exploit.
