
The Apex Anomalies Accord

PREAMBLE
We, the undersigned sovereign states, in recognition of the emergence and increasing global prevalence of individuals, organisms, and constructs possessing capacities that defy conventional physical, biological, and metaphysical boundaries—hereinafter designated as Anomalies—do hereby enter into this binding international accord for the purpose of safeguarding global stability, promoting the ethical stewardship of anomalous phenomena, and ensuring that no one state, organization, or individual may monopolize, weaponize, or abuse anomalous power to the detriment of others.
This Accord arises not merely as a reaction to events past, but as a deliberate step forward—into a future no longer governed solely by science, but by potential. It is the collective belief of the international community that a unified approach is not only prudent, but essential, for the preservation of peace, the containment of existential threats, and the defense of humanity against both internal and external anomalies that would otherwise operate beyond the jurisdiction of existing legal or military frameworks.
In pursuit of these goals, the Apex Anomalies Accord shall function as a supra-national, apolitical doctrine. Its authority supersedes any individual national law or policy wherein such policy would contravene the principles, responsibilities, or regulatory standards set forth herein.

ARTICLE I – DEFINITIONS, CATEGORIZATION, AND LEGAL STATUS OF ANOMALIES
Section 1.1 – Definitional Framework
For the purposes of this Accord, an “Anomaly” shall be defined as any sentient or autonomous entity—human or otherwise—that demonstrates, channels, or passively emits abilities, energies, transformations, or phenomena that:
Are not replicable via modern technological means;
Violate one or more laws of classical physics, biology, chemistry, or cognition; and
Pose an observable impact on human, ecological, or interdimensional systems.
Entities created through artificial means (including but not limited to biogenic synthesis, cross-dimensional technology, arcane machinery, or other unknown science) shall also fall under the scope of this definition.
Section 1.2 – Designation System and Classification Index
Anomalies shall be assigned a Threat Designation using the Apex Threat Index, structured according to the Greek Alphabetic System. This designation shall reflect not only the destructive potential of the Anomaly in question, but also its volatility, resistance to containment, psychological profile, and likelihood of public destabilization.

Zeta (Ζ) | Cataclysmic | Global threat profile. Power levels include planetary alteration, dimensional rift potential, or irreversible contamination. Not deployable under any circumstance. |
Omega (Ω) | Existential | Extinction-class anomaly. Poses a direct and ongoing threat to the survival of humanity, linear time, or reality as currently understood. Only three Omega-class events have been formally recorded. May not be engaged without Apex Command unanimity and full international consensus. |
Designations are determined by the Apex Classification Board, and may be adjusted following incident reassessment, new data, or changes in psychological state.
ARTICLE II – REGISTRATION, REPORTING, AND INTERSTATE DISCLOSURE
Section 2.1 – Mandatory Disclosure by Member States
All signatory nations are required to report any verified encounter, manifestation, or sustained presence of an Anomaly within their borders to Apex Command within 48 hours of initial observation. This includes:
Voluntary or involuntary manifestation of anomalous abilities by civilians;
Capture or detainment of undocumented Anomalies by state forces or private contractors;
Emergence of anomalous effects not yet associated with a host (i.e., "ambient anomalies").
Failure to report known anomalies is to be treated as a breach of the Accord and may trigger sanctions, diplomatic reprisal, or emergency Apex intervention depending on the perceived severity.
Section 2.2 – Voluntary Registration by Anomalous Entities
Anomalous individuals may submit themselves for voluntary registration at any certified Apex intake facility or embassy annex. Registered Anomalies receive:
Diplomatic immunity from national conscription or experimentation;
Access to baseline medical and psychological care;
Consideration for residence at The Anvil, or sanctioned deployment under Article IV.
Anomalies who register but later conceal capabilities beyond their declared scope may have their registration revoked, and may be detained under classified Apex enforcement statutes.
Section 2.3 – Cloaked Sovereignty and Limited Registration
Nations with internal Anomaly populations not willing to participate in registration may apply for a Cloaked Sovereignty Waiver, wherein they assume full responsibility for local containment. Apex reserves the right to audit such programs, and repeated failures may result in forced reclassification or seizure of assets under Article VII.
ARTICLE III – THE ANVIL OPERATIONS FACILITY
Section 3.1 – Establishment and Legal Sovereignty
The installation designated as The Anvil shall be recognized as a non-terrestrial sovereign site, situated in international waters under the auspices of the United Nations but governed exclusively by Apex Command and its appointed leadership.
Its location, architectural design, and operating protocols shall remain classified to all non-authorized personnel and institutions. The Anvil shall serve simultaneously as:
A containment and rehabilitation facility for high-risk Anomalies;
A research and diagnostics center for ongoing anomalous study;
A rapid-deployment staging ground for Apex-sanctioned international interventions.
No member nation shall lay claim to the territory or technological infrastructure of The Anvil, nor shall any attempt to surveil, infiltrate, or impede its operations without Apex Command clearance.
Section 3.2 – Command Structure and Oversight
The Anvil shall be governed by an appointed Executive Director, supported by a Deputy Director and Apex-approved departmental chiefs in areas including Research, Containment, Ethics, Logistics, Tactical Oversight, and Public Interfacing.
All personnel stationed at The Anvil, regardless of nation of origin, are considered functionally neutral, operating outside any national chain of command. Violations of this neutrality shall result in immediate recall and possible criminal proceedings under Accord Article VI.
Command leadership is reviewed every ten (10) years by Apex Internal Audit, with the option for early reassignment in the event of operational compromise, breach events, or documented ethical misconduct.
Section 3.3 – Facilities and Function
The Anvil shall contain and maintain, at minimum:
Class-4 Research Laboratories for biological, metaphysical, and temporal anomalies;
Containment Wings graded Alpha through Omega, with appropriate redundancies;
Tactical Deployment Modules capable of full-spectrum mobilization;
Living quarters, psychological support facilities, and integrated decontamination suites;
A Simulation Theater for controlled anomaly behavior stress testing.
Unauthorized civilian access to The Anvil, whether attempted physically or digitally, is a punishable offense under international law and will be met with calibrated force proportional to breach classification.
ARTICLE IV – DEPLOYMENT AND MISSION PROTOCOLS
Section 4.1 – Deployment Criteria
Anomalies may only be deployed in active field operations if they meet the following conditions:
Registration under Article II, Section 2.2;
Psychological clearance within the past thirty (30) days;
Threat designation no higher than Delta, or Epsilon with mission-specific containment strategies;
Approval from a minimum of three Apex Command officers or an emergency directive from the Executive Director.
Field deployments shall fall into three tiers:
Tier I – Controlled Deployment:
Public-facing operations including disaster relief, anomalous rescue, and low-risk rogue containment. Public narrative management is pre-approved.
Tier II – Strategic Deployment:
Operations against syndicate-linked Anomalies, interdiction of WATech (Weaponized Anomalous Technology), or missions involving unstable geopolitical regions.
Tier III – Emergency Intervention:
Omega-class breaches, multiversal collisions, anomalous warfare scenarios. Requires unanimous Command consensus and a ⅔ majority vote from the International Oversight Council.
Section 4.2 – Suppression Clause
Should an active field Anomaly deviate from mission parameters, cause loss of Apex property, or initiate engagement with unauthorized force, they may be subjected to:
Remote containment lock-down procedures;
Mental override protocols (E-Class only);
Public disavowal and media redirection;
Detainment and memory conditioning under Article VI.
ARTICLE V – ETHICAL REGULATION AND HUMANOID RIGHTS
Section 5.1 – Establishment of IECAA
The International Ethical Commission on Anomalous Affairs (IECAA) shall operate independently of The Anvil, with full access to review:
Detainment logs;
Experimentation results;
Psychological reports;
Deployment debriefs.
IECAA shall issue quarterly compliance reports. Three or more violations within a six-month span shall automatically trigger a High-Level Accord Hearing.
Section 5.2 – Prohibited Practices
The following are strictly prohibited under the Accord:
Forced experimentation on sentient Anomalies without formal consent;
Artificial augmentation of Anomalies via chemical, magical, or cognitive means;
Use of Anomalies in psychological warfare or population suppression;
Breeding programs, anomalous reproductive trials, or generational induction.
Anomalies retain the right to humane housing, legal counsel, non-invasive health monitoring, and limited personal communication unless deemed a Class Zeta or Omega threat.
ARTICLE VI – PUBLIC INTERFACING AND MASS PERCEPTION MANAGEMENT
Section 6.1 – Civilian Narrative Control
All member nations agree to uphold and enforce a unified media doctrine regarding Anomalous activity. This includes:
Suppression or redirection of visual media, social posts, and unauthorized journalistic reports;
Sanitized press releases coordinated with Apex Public Safety Division;
Designation of sanctioned “Hero Figures” to mitigate fear and build trust.
Public exposure to uncontrolled anomalies shall be labeled a “technological accident,” “experimental military test,” or “unauthorized urban simulation” depending on the context.
Section 6.2 – Echo Teams and Temporal Corrections
In extreme cases of high-visibility anomalous events, Apex reserves the right to deploy Echo Teams—psychotronic, memetic, and sometimes temporally adjusted units capable of:
Memory reshaping or deletion (via psychic or WATech means);
False flag incident construction;
Coordinated replacement of public-facing evidence.
These events are logged under the RED FOG Directive and must be reviewed by IECAA within 14 days.
ARTICLE VII – ACCORD ENFORCEMENT AND EMERGENCY ACTIONS
Section 7.1 – Sunset Review
The Apex Anomalies Accord shall be subject to comprehensive review and re-ratification every twelve (12) years, or upon the declaration of an:
Omega-class incident with global damage;
Breach of containment affecting three or more Apex sites;
Emergence of a previously unknown anomalous classification or energy form.
Section 7.2 – Violations and Sanctions
Nations found to be:
Harboring unregistered Omega-class Anomalies;
Developing unauthorized WATech;
Infringing upon The Anvil’s sovereignty;
…may face coordinated Apex military reprisal, full embargo, or loss of protection under the Accord.
In such cases, immediate assembly of the Command Tribunal shall be convened within 48 hours.

RATIFIED by the General Assembly of the United Nations, with signatures from the Apex Oversight Council, Apex Command High Directorate, and IECAA Executive Board.
