Overview
Goliath politics are the most stable politics in Felder. While ritual combat does exist as a means for leaders to compete for power, it is often the oldest and wisest Goliaths who are revered and entrusted with leadership roles. Although some young, ambitious Goliaths do rise to high positions, the responsibility typically falls to the more experienced veterans. Goliath chieftains are often well-versed in some type of magical study and generally well-studied in history from across the realms. The Goliath clans have a much higher level of centralization than the Orks, making the Eastern Continent of Felder seem much more interconnected.
Government Operation
Goliath governance is more advanced than that of their Orkish counterparts. Similar to Orkish settlements, Goliath settlements are relatively independent. Each Goliath settlement has its own unique characteristics, but generally, there is an elder who serves as the de facto chief of the settlement. This elder is typically well-versed in some form of magic, as many Goliaths pursue mystic arts in their advanced age.
The chief divides the essential responsibilities of the settlement into various commissions. These commissions vary, but they generally cover the capabilities of the settlement. Every settlement has commissions for hunting, warfare, and mysticism. After these three, there will be different commissions for the other vital aspects. Some settlements may have as few as five commissions, while others can have as many as thirty.
Each commission is led by a commissioner or a small group that acts as the commissioner. These individuals are responsible for creating the regulations and rules that pertain to their respective commissions. If two commissions disagree about whether an issue falls under their jurisdiction, the chief will determine which commission should address the matter.
In addition to the commission system, the chief wields significant influence. However, the often elderly chiefs tend to avoid exercising too much power.
Chief: The leader of a Goliath settlement who establishes the commissions and appoints commissioners. Usually, elders, but rarely some ambitious Golaith seek to become the chief.
Commissioner: The leader or leaders of a sect of a Goliath settlement's economy or industry.
Military
The Goliath military system operates similarly to the Orkish system, with one key difference. Before going to war, the chief must consult with the Commission of Warfare. During this consultation, the chief and the commissioner must agree on the decision to go to war, collaborate on setting war goals, and discuss strategy. Once they have reached an agreement, the chief will issue the call to war, and every able-bodied Goliath warrior who is not essential to the operation of a settlement will respond to the call and prepare to march off to battle.
Chief: Aside from the Commissioner of Warfare, the chief has the most authority over a Goliath settlement's military.
Commission of Warfare: The Commission of Warfare serves as a check on the chief, requiring the commissioner and the chief to agree before going to war.
Warriors: Goliath warriors are incredibly mighty and unbelievably tough. Many warriors are versed in the magical arts, specifically cryomancy. They equip themselves, and they are often rewarded with war spoils for their efforts.
