The Luthana Kingdom

Overview

The Luthana Kingdom is located in the northern and northeastern regions of Sindare. The kingdom’s government is centered in its capital city, Ellabore, which houses the royal palace and the majority of the administration. The Luthana Kingdom is the most open among the Sindarian governments to engage in trade and political relations with the rest of Gevadun. Despite its openness, the government still maintains a strong sense of racial and cultural superiority towards the other peoples of Gevadun. The government is generally regarded as benevolent, and thanks to a highly efficient bureaucracy developed over the centuries, it operates quickly and effectively. The noble and royal families of the Luthana Kingdom tend to avoid interaction with the general populace, as the rigid class system in place discourages mingling between social classes. Additionally, many nobles and administrators are skilled mages due to the Elvish inclination towards magic.


Government Operation

The Luthana Kingdom is governed by a monarch who is supported by several noble houses. Within the court of the Luthanan King, there is also a High Mage who wields significant power and influence over the kingdom. The High Mage is primarily responsible for handling matters that directly involve the kingdom's magical institutions or are inherently mystical in nature. 

While the High Mage possesses considerable authority, the king of the Luthana Kingdom holds overall more power. The king relies on the noble houses to provide insights on various issues affecting the kingdom, and these noble houses play a crucial role in advising the king on essential decisions regarding governance.

King/Queen of Luthana: The leader of The Luthana Kingdom, with almost complete control over the country. Historically, it has usually been a king, but some queens have ruled the kingdom.

High Mage: A hugely important figure in The Luthana Kingdom, responsible for handling important magical matters. When the High Mage steps down from their position, they appoint a new one to take their place. 

Noble Houses: The approximately fifty noble houses that are welcome in the court of the Luthanan king. They help the king make crucial decisions, as there are many experts in different fields across the fifty families.

Royal Governor: An appointed governor who goes across the kingdom, instituting the laws and provisions of the king.


Military

The king of the Luthana Kingdom also serves as the leader of the military. However, similar to the governance of the kingdom, the king shares some of this authority with the High Mage. The kingdom's army includes an integrated mage corps, with war mages who report directly to the High Mage. This structure emphasizes the necessity for collaboration between the king and the High Mage, as both wield significant power over the kingdom.

To assist in ruling the army and navy, each noble house sends a young representative to a war academy. When they graduate, these nobles become marshals, who are critical figures in the military of the kingdom. Soldiers are generally well-paid and well-trained, but since each soldier reports directly to a marshal for their pay and equipment, there can be inconsistencies in training, pay, and gear.

King/Queen of Luthana: The monarch of the kingdom they are in charge of most of the kingdom's military. The king is often expected to have attended a military academy, so they can protect the kingdom in times of war.

High Mage: The High Mage is responsible for organizing and keeping the war mages of the kingdom ready for war at all times.

Marshal: A skilled battlefield commander from one of the roughly fifty noble houses. They organize, pay, and equip the soldiers under them with funds from the kingdom's coffers. While rare, some corrupt marshals have embezzled funds for their own benefit in the past.  

War Mages Corps: Mages with a particular aptitude for destructive magic are often employed in the War Mages Corps. These mages are few in number, but their destructive potential is incredible. 

The Luthanan Bulwark: The general soldiery and sailors of The Luthana Kingdom. The soldiers and sailors are generally well paid and trained, but the large number of commanders often means there is an element of disorganization among the Bulwark.
