Government Operation

The ruling powers of The Shattered Peaks are structured as follows: Each city is governed by a Clan Leader, who is typically the eldest dragon, though they are rarely a Dragonborn. In the cities of Caliber and Syvi, the Clan Leaders are the two Ancient Dragons. 

The Clan Leader holds complete authority over their city but relies on a few of their siblings as advisors. These advisors provide guidance and sometimes handle minor issues on the Leader's behalf. Additionally, there is a Clan Speaker, a delegate appointed by the Clan Leader. This individual is usually someone the Leader trusts closely or a candidate being groomed to become the next Clan Leader. 

Since the Clan Leader seldom leaves their city, the Clan Speaker represents them elsewhere. Notably, they participate in meetings in Raimeth to discuss clan matters.

Clan Leader: The Clan Leader has absolute authority over the city they lead and the surrounding area. The only authority greater than the Clan Leader is the word of a living or deceased Ancient Dragon.

Clan Speaker: The Clan Speaker is a vital delegate who acts and speaks with the authority of the Clan Leader.

Clan Advisor: Clan Advisors don't have any official authority, but their opinion is highly valued by the Clan Leader, and they are sometimes given administrative and minor governing duties.

Military

The military authority in The Shattered Peaks operates independently from the governing authority. When the Ancient Dragons established their cities, they designated one clan from among them to serve as the protectors of each city. These sub-clans are the primary guardians of the cities, yet many warriors from various other sub-clans often join them in their protective efforts. The leader of this crucial sub-clan is known as the Protectorate, who is responsible for organizing the armies of The Shattered Peaks and defending their city. All warriors, whether they are Dragonborn or Dragons, answer directly to the Protectorate. The significance of the Protectorate means they frequently collaborate with the city's Clan Leader to ensure the safety of both the city and The Shattered Peaks as a whole.

Protectorate: The leader of an important sub-clan that is responsible for leading one of The Shattered Peaks city’s military. Often a Dragonborn, as the shorter lifespan of Dragonborn makes them crafty and willing to accept change.

Warrior: Any of the many warriors from the Protectorates clan or a city’s other various clans. Foreigners sometimes gain the honor of being a warrior of a city in The Shattered Peaks. These warriors are well-equipped, highly trained, and always ready for war.
