Overview
Shade Wall is a small sovereignty situated in the middle of The Ash Cleft, at the base of the Smolder Peak Volcano. It is led by a syndicate that often operates in the shadows, as they are little more than glorified bandit leaders. The entire kingdom is more akin to a bandit republic, where wealthy and bold members of the ruling gang are given prestigious positions. Although Shade Wall is relatively weak in the grand scheme of things, the other forces within The Ash Cleft hesitate to launch an assault due to the risk of exposing themselves. This young bandit republic offers the Dregs a rare place of refuge from bondage in The Ash Cleft, but they must agree to join Shade Wall's makeshift militia to be accepted into the state. While the governments of other realms recognize Shade Wall, the governments within The Ash Cleft regard them as little more than glorified bandits, mainly because a significant portion of Shade Wall’s economy relies on raids of the surrounding areas, extortion, and robbery.
Government Operation
Shade Wall operates as a republic where groups of bandits and ruffians elect one of their own to represent their small factions in the council. The government is quite fluid, with very few laws reflecting its chaotic nature. Typically, the Council of Representatives meets to discuss the state of the kingdom before making decisions and passing laws for Shade Wall. A majority vote is required to pass any motion, and this voting system is how representatives decide nearly everything in Shade Wall.
Shade Wall was established after outlaws and dissenters staged a revolution, breaking away from Fire Mantle and claiming independence. This independent republic has antagonized other kingdoms in The Ash Cleft, resulting in widespread detestation of Shade Wall among its neighboring states.
Council of Representatives: The Council of Representatives has the most power in Shade Wall. This council is made up of the elected bandit chiefs and bosses, and the number of representatives is in constant flux.
Bandit Chief: Bandit chiefs in Shade Wall have a great deal of control over their own band, and they are eligible to be elected to the council.
Military
The military of Shade Wall is small and straightforward. The majority of the army consists of bandits who regularly raid other kingdoms for loot and supplies to maintain the economy of Shade Wall. These bandits are led into battle and on raids by their chiefs, who collectively decide when and where to launch their attacks. Although the military of Shade Wall is not powerful enough to pose a significant threat to the other kingdoms in The Ash Cleft, it is also not weak enough for those states to eliminate without risking their own vulnerability to invasion. As a result, Shade Wall remains a persistent nuisance for the entire Ash Cleft.
Bandit Chiefs: The bandit chiefs who lead the bands of Shade Wall have control over their own band and choose when and where to strike. Despite this independence, chiefs collaborate to target more lucrative opportunities.
The Freemen Hordes: The bandits of Shade Wall refer to themselves as The Freemen Hordes. This is because Shade Wall is the only place in The Ash Cleft where slavery is illegal. They are poorly equipped, trained, and disciplined, but they are ruthless and vicious.
