Very important because they try to find all the rogue and evil spellcasters here, which is very difficult because they are smart and this is their territory. Basically exist in a constant cat-and-mouse game. Also they support local portals, which is much harder to maintain than in other cities.

Probably just guard merchants coming to the city, both by sea and on foot.

Interested greatly in the spell-scrolls and engineer devices produced here. Also they are responsible for the food supply, because it is impossible to grow something near the city.

The most important faction here because the whole place is based on gaining knowledge, often even if it immoral. Sometimes help mages to conceal their true nature.
