In their past life, during the age of Hikut, Zem society was like a complex, well-oiled machine — precisely calibrated to function as follows:

  • Identify the strengths and weaknesses of a newborn,

  • Train them according to their natural inclinations,

  • Assign them a profession based on their acquired knowledge,

  • Ensure strict oversight of their duties and performance.

Every member of this society knew their place. It was, and still is, appropriate to address any adult Zem by their title and first name (about titles and names, read The Arisen Zem)

The Empire’s similarly structured, merit-based system of control - with its testing, training, and rigid assignment of roles - echoes the old Hikut model, and is one of the main reasons why the Arisen find comfort within their new Motherland.

The vast majority of the Arisen are already-formed adults. Their dead bodies cannot reproduce, and the only way to increase their population is through resurrections — which occur spontaneously, as lost Sparks find their rightful hosts.

However, these resurrected individuals still retain the knowledge they learned over a thousand years ago. The challenge lies not in teaching them from scratch, but in retraining them, integrating them into the modern world, and determining the best application of their abilities.

This process is overseen by MANATAZEM, which has become the highest governing body of the Arisen.

One could call this form of governance a technocracy.

The highest state authority is the Council of Academic Councils, where the heads of all major research divisions — including MANATAZEM’s branches across various allods — convene to establish development plans and set annual objectives.

The Chairman of the Council of Academic Councils, Nefer Ur, has held his position unchanged since the founding of MANATAZEM.

Most newly risen Zem undergo a special rehabilitation course within the walls of MANATAZEM. This course may take up from 3 months to 1 year, depending on the individual's psychological health and general mental abilities.

This rehabilitation process includes:

  • The replacement of rotting or unusable body parts with new mechanical components.

  • A thorough orientation into the modern world in which they have been resurrected.

  • Psychological and social support to help them adjust to their current state.

  • Training to help them reintegrate into society and find a new purpose (that includes sophisticated learning programs).

Thus, MANATAZEM does not merely govern — it rebuilds its people, ensuring that every Arisen Zem can stand on their own feet and contribute to the future.
