Leadership structure
The official status of the Empire’s sovereign is the Great Mage of Igsh. The Great Mage of Igsh, currently Yasker, occupies the peak of the Empire’s hierarchy. He holds supreme authority. His decisions dictate the nation’s direction and preserve Imperial cohesion.
The Imperial High Secretariat
The Great Mage of Igsh manages the state with the Imperial High Secretariat. This inner circle contains the Empire's four most influential leaders. All legislative changes require a unanimous consensus.
The members of the Imperial High Secretariat are:
the First Assistant of the Great Mage and the Head of the Committee - Elizaveta Rysina;
the Ambassador of the Zem people in Nezebgrad and the Head of the Council of Academic Councils - Negus Heqeth;
the Ambassador of the Orc people in Nezebgrad and the High Shaman of the Orcs - Kolovrat of Northern;
the Commodore of the Imperial Guard - Sturm of Rampant.
Extraordinary decrees
The Great Mage of Igsh may bypass the requirement for a unanimous consensus through an extraordinary decree. This action is reserved for the following circumstances: a formal indictment of a secretariat member for high treason; a declared state of siege during demonic or military invasion; the permanent administrative incapacity of a member due to death or disappearance; an insurrection; an immediate existential threat to allod's protection from the Astral.
Economic structure
Even with a central government, the Empire has a diversified economic base with state-controlled industries, influential elites, and successful small businesses. Powerful individuals, referred to as oligarchs, own their own allods and operate huge businesses, contributing significantly towards the industrial and economic landscape of the country. Along with such large enterprises, successful small enterprises exist, showing the Empire's recognition of individual entrepreneurship in the overall economic landscape.
Social support mechanisms
The Empire is highly committed to social welfare, with the objective that citizens all have full access to essential services such as healthcare, education, and housing. These support services exist so that all residents can be ensured general well-being, and in the process, be unified in their mission. The investment by the government in social programs is evidence that they prioritize having a healthy and strong population, which is the key to the long-term sustainability and stability of the Empire.
It is this subtle balance between central control, economic diversification, and comprehensive social welfare that provides the Empire with its unique societal structure, rendering it a robust and long-lived nation in the Allods universe.
Imperial Committee
Created many centuries ago during Nezeb's reign, this ideological committee oversees public sentiments among Empire citizens. It is tasked with combating dissidence and propagating official Imperial doctrines, acting as a secret police committee. In Yasker's era, the committee still fulfills basically the same function. It is led by Elizaveta Rysina, one of Yasker's most trusted followers, a psionic of formidable powers, who assumed the position shortly after his accession.
This list enumerates the functions and accesses of the Committee as the Great Mage of Igsh Nezeb described to the Secretary of the Special Chancellery of the Ministry of Internal Affairs:
Access to all instances of orders and announcements of the Imperial militia and Imperial Army.
Investigating and dismantling unauthorised religious cults or mystical organisations that threaten the Triune Church's doctrine.
Internal state's intelligence.
Reviewing all literary, scientific, and artistic works to ensure alignment with official Imperial doctrine.
State propaganda.
The investigation and further prosecution of the distribution of counterfeit money, stamps, documents, etc.
Access to the detailed information concerning all persons under militia surveillance, as ordered.
The exile and arrest of suspicious or dangerous persons.
Economic and supervisory administration of all places of imprisonment in which state prisoners are kept.
All orders and instructions with regard to foreigners living in the Empire, travelling within its borders, or leaving it.
Information concerning all events, without exception.
