History
The Council formed after the Return to prevent fraud by false vow makers and to protect settlements that hired the wrong help. Early registrars compared records, set common terms for vows and signs, and created a traveling circuit to reach distant towns. The registry is public to read, and joining requires a witnessed vow and a short record of service.
