
Upper Dura
"Upper Dura is full of activity. Its people are prospering, but there's an edge of desperation about them; many folk are on the lookout for opportunities to better themselves."
Upper Dura is the best Dura has to offer, and the gap between it and the wards directly below is significant. The streets are clean and in good repair. The stonework of the upper towers reflects the prosperity of Breland rather than its neglect. Goods and services are priced for modest to comfortable lifestyles, and merchants are accustomed to dealing with unusual individuals — adventurers, mercenaries, foreign traders, and people who don't ask too many questions about what they're selling. If the ward is not as prestigious as Central Plateau or Northedge, it functions well, and it knows its clientele.
What distinguishes Upper Dura from a genuinely middle-class ward is the seedy edge that runs beneath the functional surface. Beggars work the streets throughout the ward. Dreamlily dens and other forms of high-class crime operate in the shadows. The ward's council representative is an Aurum operative who serves the conspiracy's interests while presenting as a cheerful, story-telling old dwarf. The commander of the Daggerwatch garrison has a standing arrangement with the Boromar Clan. Hope's Peak is a genuinely devoted temple district that relocated its institutions from the ruins of Fallen below. Overlook houses the only kalashtar community center in all of Breland. Upper Dura is not simple.
Borian Haldorak, the ward's council representative, owes his position to the powerful bankers and merchants of Highhold. He is a member of the Aurum's Gold Concord and serves its interests on the council. He is disarmingly cheerful, plays up his age, and tells elaborate stories about his youth. Beneath that facade he is a sharp and ruthless negotiator; most direct interactions between the Aurum and the Boromar Clan are resolved between Borian and Ilyra Boromar.
Two of the ward's six districts — Clifftop and Overlook — are lower class in social register, pulling against the middle-class baseline. The ward's Watch garrison in Daggerwatch is technically the largest Watch concentration in the Dura quarter, but its commander's Boromar arrangement ensures that major Clan operations proceed without interference, and the ward's adventurer population generates enough legal complexity that barristers and advocates have established a reliable practice in Clifftop.
Clifftop and the Adventurer's Economy
Clifftop is the ward's most distinctive district and one of Sharn's two adventurer's quarters — the other being Deathsgate in Middle Tavick's Landing. Where Deathsgate has a sinister reputation and a hidden Mockery shrine, Clifftop is simply functional: dingy gray granite towers, colorful crowds, and the full range of services that people who explore dangerous places and get into legal trouble tend to need. Hirelings, barristers, advocates, pawnshops (45% of value for almost any goods except obviously stolen ones), and the Clifftop Adventurer's Guild itself.
The Guild is the district's institutional anchor. Membership requires approval from five current members and annual dues of 13 gold. Benefits include average accommodations at the guildhouse for 5 silver per day with upscale-equivalent security, vault storage for items, and access to a curated list of vetted hirelings and inquisitives. The Guild competes with the Deathsgate Guild for members and work; the two guilds have an active rivalry, and members from each have a tendency to pick fights with the other.
The Augury — located in the mystic market section of Clifftop — is the most remarkable individual establishment in the ward. Its master magewright, Kestia, is a 334-year-old elf expelled from House Phiarlan after developing an aberrant dragonmark. Her mystical abilities exceed those of the Esoteric Order of Aureon's wizards. She sells divinatory services including augury, clairvoyance, locate creature, locate object, and scrying, and can sell the power to cast a specific spell once through imbue with spell ability. She also occasionally sells permanent alarms and maintains permanent arcane sight and tongues herself. She is one of the most powerful practical magicians available for hire anywhere in Sharn, operating out of a district most of her potential clients would not think to visit.
The Garrison and Its Arrangements
Daggerwatch is the largest Watch concentration in Dura. It also houses a garrison for the Brelish army's Royal Guard — theoretically a martial force, in practice largely ceremonial, with a longstanding arrangement between its captain, Toras Cant, and the Boromar Clan. Cant supplies the Guard as muscle for Boromar operations in exchange for gold and dreamlily. The arrangement is not officially sanctioned and not officially investigated.
The Gold & White tavern caters to Brelish military personnel with a warm welcome for those who hold Brelish rank and a cold one for those who served other nations. This is not a recommendation for foreign adventurers to test it.
Hope's Peak and Overlook
Hope's Peak is Upper Dura's temple district — relatively new, built largely from institutions that relocated out of Fallen in Lower Dura after the Glass Tower disaster made that district uninhabitable. The Citadel of Light, Hope's Peak's grandest structure, is a temple to Dol Arrah whose tower rises far above the surrounding ward. At its peak, three half-celestial griffons — said to be touched by the Lady of the Sun — reside in a garden. An oracle has stated that they will rise to fight at the time of Sharn's greatest peril. Killing one would be a crime that would outrage the goddess's devotees across the city.
Overlook is the ward's largest residential district by population and the only significant community of kalashtar and Adaran immigrants in all of Breland. The ir'Tain family funded its construction and prioritized economics over aesthetics, producing vast gray towers of bland stonework that nonetheless offer breathtaking views of the Dagger River. The Adaran community concentrates on the district's northern edge, organized around the Gathering Light — a hall that functions as school, martial arts training center, and community gathering space. Adaran businesses catering to the community are hidden throughout the district; without a recommendation from an Adaran, finding them requires significant local knowledge. The Hilatashka restaurant serves exceptional Adaran cuisine at roughly 6 copper per person. Kalashtar or Adarans arriving in Sharn can generally find shelter with local families, expected to repay generosity with news or wisdom as much as gold.
The district also contains the only temple of the Path of Light in Breland, and a shrine to Adar.
Districts
Clifftop (Adventurer's quarter) — The ward's most colorful district by population if not by appearance: drab gray granite towers filled with people of all races and national origins, a functioning adventurer infrastructure, and the Clifftop Adventurer's Guild. The Augury's divinatory services and Kestia's aberrant-marked abilities make this the best place in Sharn to hire magical investigation and location services. The Drunken Dragon tavern is the Guild's social hub.
Daggerwatch (Garrison) — Home to Sharn's largest Watch garrison in Dura and a Brelish Royal Guard installation. Commander Lian Halamar has Boromar Clan connections that helped his promotion and continue to shape his priorities; Guard Captain Toras Cant has a direct arrangement with the Clan for muscle-for-gold exchanges. The Gold & White tavern serves Brelish military personnel and veterans, with explicitly different treatment for those who served other nations.
Highhold (Dwarf neighborhood) — A dwarf district with strong Mror Holds cultural influence — distinct from Holdfast in Middle Northedge, whose dwarves have deep Sharn roots and no Mror attachment. Highhold's residents are more recently arrived, more connected to Mror traditions, and home to talented smiths and brewers. Morragin's serves the strongest spirits in Sharn at prices to match, and caters to Mror merchants and Kundarak agents.
Highwater (Average residential) — The finest residential district in Dura, largely comfortable in quality with a few wealthy estates. Pegasus Spire, the Sharn seat of House Vadalis, is its most notable feature — one of the few facilities in the city where pegasi are raised and trained. Vadalis family members participate in the Race of Eight Winds through Highwater's entry, the Pegasus, which represents the district and holds the race's current championship.
Hope's Peak (Temple district) — A relatively new temple district built from institutions relocated from Fallen in Lower Dura. The Citadel of Light — Dol Arrah's grand temple, with three half-celestial griffons at its peak — is the district's defining structure. The district includes a sacred grove and several monasteries in addition to its primary temples to the Sovereign Host, Silver Flame, and Dol Arrah.
Overlook (Apartment townhomes) — The ward's largest residential district and Sharn's only significant kalashtar and Adaran community. Bland ir'Tain-funded stonework, breathtaking views, inexpensive rents. The Gathering Light anchors the Adaran community on the district's northern edge. The Path of Light temple is here. Adaran businesses are hidden throughout and require community introduction to access.
