The city of Emerald is the primary shipyard for the empire, with almost 3/4 of all imperial vessels built in yards in and around the city.

Much of the heavy labor in the naval construction is undertaken by a population of stone giants from the nearby Stone Giant Home who are protected by the empire in exchange for their services.
