A broad square where the Council Hall of Saltmars, a grand stone building of polished marble and stone. Twin banners flutter in the sea breeze, the red lion of Keoland and the blue-green crest of Saltmarsh.

At the foot of the steps stands a sturdy wooden gallows, long unused but carefully maintained, a quiet reminder that the law here is both local and absolute. Beyond it, tall arched windows gleam with sunlight, and the carved doors of the hall stand open, inviting citizens and travelers alike to the heart of Saltmarsh’s governance.
