First Councillor's Office

A spacious, meticulously ordered office. A broad desk sits at the center, stacked neatly with ledgers and correspondence. To the north, a couch and chairs rest by the windows; to the south, a round table allows for private meetings. Shelves of histories and records line the walls, everything precise and dustless.
Eliander Fireborn, First Councillor and Warden of Saltmarsh, uses this office for official business and private counsel. It is the largest and most orderly chamber in the hall, reflecting his role as both council chair and royal representative.
He is here only when conducting council affairs or meeting dignitaries. Much of his time is spent mediating between Loyalists and Traditionalists, maintaining a fragile peace.

Nothing hidden or unusual. Shelves hold Keoland histories, legal texts, and military records. Drawers contain routine correspondence and official documents.

Oweland's Office
Small but orderly, the office carries quiet authority. A sturdy desk sits at its center, arranged with precise stacks of papers and ledgers. Two rear windows admit soft light, warming the polished wood. Everything is in careful order — like its owner.
Eda Oweland works here more than any other councillor (about 50% of the time). The room reflects her discipline and vigilance.
Locked cabinet (DC 16): Private notes detailing suspicions about Captain Xendros, including possible ties to the Sea Princes and smuggling.
Reports reference activity at the Empty Net, hinting at an informant watching the docks.
If pressed, Eda denies employing spies, claiming she merely “keeps her eyes on the west bank.”
Solmor's Office
The office appears seldom used, clean, neatly arranged, and faintly scented of sea salt and parchment. A modest desk sits near the center, its surface bare except for a few neatly stacked papers and an ink set. The space feels more like a formality than a workplace
Anders Solmor rarely uses this office, preferring to conduct business at home or on the docks. It remains tidy and well-kept, maintained by his butler Skerrin Wavechaser.
Searching the Room: A successful investigation reveals a small carved stone statue tucked among decorative items on a shelf.
Arcana Check (DC 18): Detects a faint magical aura of scrying or surveillance. The enchantment seems subtle and well-hidden.
If confronted, Anders is genuinely shocked. He insists he has no knowledge of the statue’s nature, claiming it was a gift from a trade delegation years ago — though he can’t recall which one.
In truth, the statue was planted by Skerrin Wavechaser, who uses it to monitor Anders’ activities and report them to the Scarlet Brotherhood.

Primewater's Office
Rich and immaculate. A polished mahogany desk anchors the room, set with ledgers, nautical charts, and a crystal decanter of wine. Brass fittings and maritime paintings gleam in the light. Beneath the refinement lingers a trace of salt — and secrecy.
Gellan Primewater works here often, frequently late into the night. The polished merchant façade masks a careful political operator with deep ties to Saltmarsh’s smuggling trade.

Copies of Copperlocks’ silver and gold shipment reports, detailing routes and security.
Notes on Captain Xendros’ ship schedules — arrivals, cargo, and dock activity at the Empty Net — disguised as routine trade records.
None of it proves guilt outright, but the precision suggests intimate knowledge of smuggling operations and hidden dealings within Saltmarsh.
Copperlocks' Office
Spare and orderly. A solid desk stands at the center, stacked with mine reports, ledgers, and crisp engineering sketches. The air smells faintly of ink and metal — practical and precise.
Manistrad Copperlocks runs this office as she runs her mines: disciplined and exact. She works here when not overseeing operations.
Search reveals:
Mining Output: Silver and gold steady; rare gems increasingly scarce.
Disciplinary Records: Notes of brawls at the Wicker Goat between dwarves and town guards. Copperlocks punished her miners and barred them; Fireborn quietly prevented arrests.
Security Concern: A recent silver and gold shipment to Keoland was robbed en route. Copperlocks has formally requested increased guard presence and plans to press the matter at the next council session.
Hall of records
A long vaulted chamber lined floor to ceiling with shelves of scrolls and ledgers. Two broad tables stand at the center beneath high eastern windows that cast pale light through drifting dust.
Near the middle, a massive tome rests on a stone pedestal — The History of Saltmarsh stamped in brass upon its cover. A small wooden door sits along the inner wall.
Small Door: Leads to a narrow stair ascending to the bell tower, rung for festivals or emergencies.
Cora Underbough, Keeper of Records, works here most days. The room is locked when she is absent or after dark.
The archives contain full civic records: decrees, trials, trade manifests, executions, and town history.
