First Councillor's Office

The spacious office is arranged with precision and care. A broad desk stands at the center, its surface neatly stacked with ledgers and correspondence. To the north, a couch and sitting area are arranged before the windows, while to the south, a round table with four chairs provides space for small meetings. Bookshelves line the walls, filled with ledgers, histories, and official records, everything in its proper place, without a speck of dust.

Eliander Fireborn, First Councillor and Warden of Saltmarsh, uses this office for official matters and private discussions. It is the largest and most orderly office in the Council Hall, befitting his dual role as Council Chair and royal representative of Keoland.

Fireborn spends little time here unless handling council business or meeting privately with visiting dignitaries or council members.

He often mediates between Traditionalists and Loyalists, striving to maintain fragile peace within the council.

The office decor reflects discipline and loyalty — polished wood, military precision, and quiet authority.

A careful search reveals nothing unusual. The shelves contain books on Keoland history, legal procedure, and military records. The drawers hold official documents and correspondence, but nothing of hidden or magical nature.

Oweland's Office

The office is small but tidy, with a sense of quiet authority. A broad wooden desk dominates the center of the room, neatly arranged with papers, ledgers, and an ink set. Two windows along the back wall let in soft daylight, casting a warm glow across the polished wood. Everything here is in perfect order — much like its occupant.

Eda Oweland spends more time here than any other council member, about 50% of the time. The room reflects her disciplined nature and deep concern for the welfare of Saltmarsh.

  • A locked cabinet (DC 16) holds private notes on Captain Xendros, expressing suspicion of her dealings and possible ties to the Sea Princes and smuggling operations.

  • Among the papers are reports on the Empty Net, suggesting Eda has a spy or informant watching the dockside tavern closely.

  • If confronted, Eda will deny having spies, insisting she simply “keeps her ear and eyes on the west bank.”

Solmor's Office

The office appears seldom used, clean, neatly arranged, and faintly scented of sea salt and parchment. A modest desk sits near the center, its surface bare except for a few neatly stacked papers and an ink set. The space feels more like a formality than a workplace

Anders Solmor rarely uses this office, preferring to conduct business at home or on the docks. It remains tidy and well-kept, maintained by his butler Skerrin Wavechaser.

  • Searching the Room: A successful investigation reveals a small carved stone statue tucked among decorative items on a shelf.

  • Arcana Check (DC 18): Detects a faint magical aura of scrying or surveillance. The enchantment seems subtle and well-hidden.

  • If confronted, Anders is genuinely shocked. He insists he has no knowledge of the statue’s nature, claiming it was a gift from a trade delegation years ago — though he can’t recall which one.

  • In truth, the statue was planted by Skerrin Wavechaser, who uses it to monitor Anders’ activities and report them to the Scarlet Brotherhood.

Primewater's Office

The office is richly appointed and immaculately kept. A polished mahogany desk dominates the center, its surface lined with ledgers, nautical charts, and a crystal decanter half-filled with wine. Sunlight glints off the brass fittings and framed maritime paintings along the walls. Despite its elegance, the space feels faintly perfumed with salt and secrecy.

Gellan Primewater spends nearly as much time here as Eda Oweland, often working late into the night. Ever the shrewd merchant and political manipulator, he keeps meticulous records and maintains an appearance of respectability, even as he quietly directs the Saltmarsh smuggling network.

Searching the Office:

  • A locked drawer (DC 18) within his desk contains incriminating correspondence and copied reports:

    • A duplicate of Copperlocks’ silver and gold shipment reports, including precise transport routes and security details.

    • Notes on Captain Xendros’ ship schedules, listing arrival times, cargo manifests, and loading operations at the Empty Net, disguised as routine trade with Iuz.

These clues suggest Primewater’s intimate knowledge of smuggling routes and secret dealings in Saltmarsh. While not outright proof, the depth of his information raises serious questions and a quiet sense that the council’s most charming member knows far more than he admits.

Copperlocks' Office

The office is efficient and orderly, every paper and tool in its proper place. A sturdy wooden desk sits at the center, covered with neatly stacked documents, mine reports, and precise engineering sketches. The faint scent of ink, parchment, and metal hangs in the air — a reflection of its no-nonsense occupant.

Copperlocks runs her office with the same discipline she brings to her mining operations. Every record, report, and ledger is meticulously organized. She spends much of her time here when not overseeing the mines.

Searching the Office:
The documents here include both official and unofficial mining reports, revealing the following details:

  • Mining Output: Silver and gold yields remain steady, but rare gems and other precious metals have become increasingly scarce.

  • Disciplinary Notes: Records mention brawls at the Wicker Goat between dwarves and town guards after heavy drinking. Copperlocks personally punished the offenders and banned them from the tavern. It seems Fireborn quietly intervened, sparing them arrest.

  • Security Concern: A recent shipment of silver and gold bound for Keoland was robbed en route to Saltmarsh. Copperlocks has filed a formal request for heightened guard presence, which she intends to raise at the next council meeting.

Hall of records

The chamber opens into a long, vaulted room lined with towering bookshelves that stretch from floor to ceiling, filled with scrolls, ledgers, and tomes. Two long tables stand in the center, each surrounded by neatly arranged chairs and the lingering scent of ink and parchment.

High windows along the east wall cast thin beams of light through the dust, illuminating the quiet space. A massive tome rests upon a stone pillar near the center, its cover embossed with brass letters reading The History of Saltmarsh.

There is a small wooden door on the inner wall .

The small door leads to a narrow staircase ascending to the bell tower, where the bell is rung during festivals, ceremonies, or emergencies.

Cora Underbough, the diligent Keeper of Records, spends most of her days here, quietly maintaining the archives unless attending a council meeting.

The records room is locked at night or when Cora is absent.

Within the archives are detailed records of Saltmarsh’s entire history from its founding and executions to council decrees, trade manifests, and trial transcripts.
