Harbin Wester is a fat and pompous old fool. He is human and is currently actings as resident Townmaster of Phandalin. He typically spends his days sitting at his desk in the Townmaster's Hall. A banker by trade he spends most of his time keeping records for the town and acting as judge in any dispute brought before him, which is rare. Lately, Harbin has locked himself within the Townmaster’s Hall and doesn’t seem to leave at all.

The party discovered that a doppelganger had been impersonating Harbin for an undisclosed amount of time. The real Harbin was found dead beneath the floorboards of the Townmaster’s Hall.
