As is customary in the Society, rank is only attainable by challenging other wizards in an agreed-upon format, ranging from cook-offs to magic duels. De Balotta is notorious for never losing such a challenge of any kind.
She's ruthlessly efficient as the headmaster of the Society and has held the top position for many decades.
