Where coin speaks louder than kings - unofficial motto of Giltport

Overview
Giltport is the largest city in the Sirendian Isles, and major hub for privateers, freebooters and buccaneers. Originally founded by Galdorian merchants as a trading post, the port was seized by pirates two hundred years ago. In the following centuries the city has grown into a thriving pirate republic known as a 'freeport', one of several throughout the western seas.
Governed by the Council of Captains and their elected leader, Commodore Governor Horcis, a tiefling privateer captain of some renown.

Originally founded by Galdorian merchants more then 600 years ago, Giltport was a major trading hub in the Sirendian Isles. It quickly grew in size and wealthy due to it advantageous position in the shipping lanes between the western coast of Galdoria and the rich cites of Mytos.
Following the power vacuum that accompanied the fall of Galdoria, Giltport slowly ebbed in strength and eventually became vulnerable to the rising tide of privateers and pirates that infested the island chain. Eventually this weakness led to the city being seized by a cabal of pirate captains, who wanted to create their own republic out of the ashes of Galdorian power.
Re-founding the city as a 'freeport', independent of any kingdom or nation, Giltport became a safe haven for any who sail the seas....provided they have coin that is.

The most recent arrivals in Giltport are a tribe of kobolds, who have taken up residence in Greywater Castle. Though not the most desirable neighbours, the powers that be in Giltport viewed them as more of an annoyance than threat.
In recent months though, gang of kobolds have been seen sneaking around the city, stealing all manner of things and even attacking the residents when challenged.
The time is rapidly approaching when something will need to be done about these pests. reports of tunnel beneath the castle however may complicate matters somewhat!

The Seven Marcs
The port is bound by a set of laws called the Seven Marcs, marc being an old Sirendian word for 'coin'. These ordinances were but in place by the original Council of Captains and cannot be changed except by unanimous vote. Such is the factored nature of politics in Giltport, no amendments to these laws has ever been successful.
The Black Flag Law - Acts of piracy or murder are prohibited within site of the Widow's Teeth and within the city itself.
The Sand Tithe - Any cargo or booty that touches the land in the city is subject to taxation.
The Chain Law -The keeping or trading of slaves is only permitted at the Iron Exchange. No slaves may be owned or employed in any other locations within the city.
The Prayer Law - Religious freedom shall be afforded to every soul within the city limits.
The Blood Law - Disputes that cannot be settled internally by the crew shall be settled by combat in the arena.
The Captain's Law - Captains are responsibly for the actions of their crews and answerable for their crimes while in port.
The Blade Law - No person lower than the rank of captain may wield a blade longer than their forearm within city limits.
