Kilk is a Tyrant fiction. The councilor for Lower Tavick's Landing is not a person but an identity created and maintained by the Tyrants, played by various changelings at different times — sometimes even by Ek, Tyrant One himself. Through Kilk, the Tyrants have a way to affect the city through a respectable facade, dealing with groups like the King's Citadel as a legitimate councilor would. Hruit is a giant owl who can assume human form. The Rising from the Last War sourcebook identifies Hruit as a giant owl rather than a human druid. This detail — that one of Sharn's councilors is literally an animal who shapeshifts into human form — is a wonderful revelation that should emerge through play rather than exposition.
The Sensos family's fear of displacement. The detail that Sorik Sensos's family fears displacement from the Sharn Sixty to make room for Tomollan adds personal stakes to the rivalry beyond ideology. This is internal family politics that player characters would need to investigate to discover.
