The Black Tide is the undercurrent that never stops moving. A loose alliance of smugglers, pirates, and black-market traders, they rule the waterways beneath Marazhan with silent oars and whispered threats. Their domain is not written in law but in shadow—carved through the flooded crypts, drowned tunnels, and back-alley canals that thread the Foundation.
To the citizens of Marazhan, the Black Tide is a rumor given shape: contraband that arrives before the need is known, a rival who vanishes without a sound, or the silent glance of a gondolier who knows more than he says. They do not parade their power. They do not need to.
Though many believe them little more than organized criminals, the truth is more complex. The Tide provides when the Crown does not—rare medicines, forbidden books, safe passage for the desperate. Their loyalty lies not with the laws above, but with those who live below.
They hold no temple, no court. Only the water remembers where their true meetings are held.
Maintain control of Marazhan’s smuggling routes, especially through the Foundation and Tethiral Bay
Distribute goods deemed illegal, dangerous, or “unlicensed” by the city’s elite
Evade or manipulate the Azure Sentinels to protect operations and assets
Protect communities in the lower city who rely on their resources
Undermine institutions that gatekeep power or exploit the weak
The Black Tide was not founded—it flowed into being. As Marazhan rose layer by layer, the poorest were pushed into the shadows beneath, where legality faded and necessity reigned. Over time, shipwrecked pirates, exiled merchants, and escaped indentured workers formed a mutual web of survival and profit.
In the present day, the Black Tide controls dozens of clandestine docks, false manifests, and disguised crews. They are whispered to have a presence as far as the Silvered Expanse, using shallow routes and forgotten river paths that only the oldest smugglers know.
Though often hunted by the Azure Sentinels and sanctioned by the Ledger, the Black Tide endures. Like the sea, they cannot be ruled—only respected.
Never Betray the Boat: Loyalty to crew and cell above all.
The Tide Provides: Smuggle what is needed, not just what is profitable.
Keep Your Head Low: Fame is a sinking weight. Silence is safety.
Sink No One Who Can Swim: Avoid killing when subversion will do. Leave doors open for future favors.
Tides Turn: Accept that power shifts, and adapt when it does. Never anchor yourself to certainty.
Aptitudes: Skilled in stealth, sailing, forgery, fencing (of goods and blades), alchemy, and underworld etiquette.
Allegiance: Members owe loyalty to their crew, cell, or captain—oaths are made on salt and coin, not parchment.
Compensation: Access to protection, passage, and profit. Members may call upon the Tide for aid—but must be ready to return the favor in kind.
The Hidden Helm: A mythical or symbolic leader. No one agrees if the Helm is a person, a council, or simply the code.
Flood Captains: Veteran smugglers and operation heads. Each controls a district or route and commands a crew.
Wakehands: Trusted agents and enforcers. They deliver orders, arrange shipments, and handle delicate problems.
Undertow: Active smugglers, thieves, couriers, and contacts across the city.
Unmoored: Those who’ve broken faith with the Tide. Some are hunted. Some vanish. Some are seen again with scars and silence.
