Mantra is a small isle just off the coast of The Wisp, separated from the mainland by a narrow stretch of dark, slow-moving water. At first glance it appears modest and easily overlooked, little more than a fishing town shaped by tide and routine. Weathered docks cradle a handful of boats, simple wooden homes cluster near a shallow harbor, and a small market trades beneath wind-snapped canvas. A single tavern, lantern-lit at nearly all hours, anchors the social life of the island.

That illusion of simplicity breaks the moment one looks toward the highest point of the isle. There stands an irregular, angular castle known simply as the Seat. Its towers rise unevenly, leaning inward as though listening rather than defending. Windows glow faintly at night with shifting hues, and its structure feels less constructed than willed into being. It does not dominate the island through force, but through presence.

Mantra exists in philosophical tension with the wider realm of Llithe. It is home to arcane practitioners known as TALISMEN, mages who rejected the authority and regulation of the Ministry of Inquiry. Some left official ranks voluntarily, others were pushed out, but all chose freedom over licensure. Within the borders of The Wisp they are permitted unrestricted study and experimentation of Mana. Outside those borders, their authority vanishes entirely. To join the TALISMEN is to permanently forfeit any certified Mage License in Llithe. There is no middle ground.

The island’s markets reflect this independence. Experimental spellwork, unsanctioned enchantments, and evolving arcane theories are traded openly, guided by reputation rather than regulation. In the tavern known informally as the Third Circle, debate flows as freely as drink. TALISMEN test ideas vigorously, sometimes dramatically, yet beneath that freedom lies an unspoken restraint. The Wisp itself watches. Mana within its domain resists recklessness, and those who destabilize its flow quickly discover that liberty does not mean immunity.

Within the Seat, knowledge is archived and advanced without bureaucratic oversight. Its interior defies straight lines, stairways spiraling and rooms overlapping in subtle geometries where Mana gathers thickly. At its highest observatory, senior TALISMEN study fluctuations in Mana, particularly since the Tower’s arrival. They do not answer to the Ministry. Their allegiance is to understanding, preservation, and the living current that sustains The Wisp.
