Downstairs are limited to initiates of The Wretched.
There is a literally drowning pool for people to be drowned and then resurrected by Wretched priests.

Formerly the Church of Perpetual Light, know run by Haaldaar | Legendary Pirate | Ina “Tempus” Rutte as a front for the worship of the Great Old One.
Normal looking place of worship for folks in need of some bolstering before heading out, or just getting back, from sea. Filled with the smell of salt and incense and open to all.
For initiates of The Wretched only, Upstairs or downstairs (depending on the building acquired) is a chamber adorned with eldritch symbols, statues of Great Old Ones, and a small drowning pool.
The Baptism & Revivification ritual actually involves drowning and reviving a sailor without the use of magic. That's something that many of us pirates know how to do with our bare hands and is considered a sacred rebirth among the Wretched.
In the secret basement of the church in Tortuga, they hide ancient relics, hidden mutants, and a ritual drowning pool for dozens of people.

Bill is going to spend their 1000s to rent out a space in Nassau to rehabilitate the sentient zombies and other sailors who have similar conditions as an extension of the The Church of the Forsaken Seafarer
