Guild Accord

The Council makes policy; the Warden enforces its decisions. Each guild chooses its own representative.

Warden of the Accord — Roderic Valen holds the highest office. He enforces Council decisions, settles major disputes, and serves as the Council’s neutral overseer.
Council of Masters — Guild-chosen representatives debate policy and vote on guild affairs. Each represents their own guild, and those loyalties can complicate decisions.
Guild Representatives — Carry out the Accord’s decisions within their own guilds and handle routine compliance.
Sanctum Keepers — Maintain the Sanctum of Binding, oversee key rituals, and protect its artifacts and knowledge.
Keystone Attuners — A branch of the Sanctum Keepers responsible for keystone attunement and status records.
Guild Enforcers — Mediate field disputes, investigate rogue adventurers, and enforce guild regulations.

Contracts and disputes — Regulate guild contracts and mediate disagreements.
Expeditions — Coordinate sanctioned work in the Veins, with measures to limit casualties and damage.
Delver licensing — License access to known Elder Depths and coordinate local lodges with the Hall of Accord.
Relics — Recover and secure ancient relics from the Veins.

Mediate the conflict between the Silver Blades and the Bloodhounds.
Introduce safety protocols for guild activities.

The Accord is a regulating body made up of guild leaders and neutral overseers. Adventurers in registered Altoria guilds are indirectly part of it and bound by its rules.

A guild chooses its representative to the Council.
Guild Masters and senior officials are usually drawn from the most prominent registered guilds.

Guild leaders — A voice in contract regulation, dispute resolution, and guild policy.
Guild members — Legal protections, sanctioned contracts, and support from other registered guilds.

Council members — Mediate disputes, set and enforce policy, and regulate expeditions into the Veins.
Adventurers — Follow the Accord’s decisions and avoid unauthorized activities that put the city at risk.

Oath of Accord — New members of recognized guilds swear to follow the Accord’s rules in a ceremony overseen by an Accord representative at the Hall.
Concordance Gathering — Guild representatives meet each year to renew their pledges and report their accomplishments.
Delver’s Keystone Ritual — At the Sanctum of Binding, a new delver’s keystone is attuned to their magical signature before sanctioned expeditions.

Roderic Valen — Warden for more than a decade, known for sharp wit and impartiality. Some suspect he has made private deals to hold the Council together.
Avina Bladewind — Silver Blades representative and an advocate for guild expansion.
Lyram Darros — Verdant Circle leader and a moderating voice in the Council.
Carver Drayne — Black Hand representative who brokers covert contracts.

Verdant Circle — works with the Accord to limit the environmental harm of Veins expeditions.
Imperial Academy of the Arcane — supplies magical expertise and enchanted tools.
Black Veil — operates outside the Accord’s rules, dealing in assassination, extortion, and smuggling.
Crimson Cloak — defies its restrictions on illegal magic and forbidden rituals.
Blooded Blades — a mercenary guild operating outside the law, known for extreme violence.

The Hall of Accord is a fortified building with grand columns and a Council Chamber for debates, votes, and adjudication. Banners from the city’s guilds hang in the hall.

The Hall also houses mediation rooms, contract records, and offices for senior officials. Local lodges carry out the Accord’s work beyond its headquarters.

History

More than two centuries ago, fighting between Altoria’s adventuring guilds threatened to become an outright war. The First Council of Masters established common rules and a body to mediate disputes. The Accord has since grown into the city’s authority over adventuring guilds.
