The Broken Chain captures and sells people, using corrupt officials and trade connections to conceal the business. Its reach extends beyond Imperion, so a disappearance in one city can end in a sale far from anyone able to identify the victim.

The Chain presents parts of its trade as employment, debt collection, or lawful custody. Those claims provide cover for confinement and forced movement. Its name comes from the promise that buyers will receive people cut off from anyone who might secure their freedom.

Regional factors negotiate sales and arrange movement between local operations. They keep separate accounts and cooperate when a transfer is profitable. Pell has authority over his own staff and contacts, but cannot order every factor abroad to obey him.

Buyers, carriers, guards, and corrupt officials have different stakes in the trade. Some are regular participants; others lend access or protection on a particular job. Records of those relationships can damage the network even when a holding site has already been emptied.

Participants tend to enter through an existing criminal or commercial relationship. Factors encourage them to treat custody, transport, and sale as separate business tasks, allowing each participant to deny responsibility for the whole. Some know exactly what they are doing; others find that profitable ignorance becomes increasingly difficult to maintain.

The network's reliability rests on money and mutual exposure. A factor who cheats a carrier can be reported. An official who withdraws protection may have their payments revealed.

Transfer accounts — Factors record what they believe another owes them. Disagreements can halt a route or strand victims between operations.
Private settlements — Factors gather when debts cannot be resolved through correspondence. These meetings are commercial and hostile; attendance alone does not make the participants allies.

Othran Pell — A regional factor who appears publicly as an unremarkable commercial agent. He maintains meticulous accounts and regards every payment to an official as an investment that should eventually return a favor.

Corrupt officials — Protect local operations for payment or access to other favors. Their involvement is established, though individual officials remain unnamed.
Crimson Coin — Clashes over captives the Coin intends to ransom. A tempting sale can turn a disagreement within the ransom guild into a rescue crisis.
Victims' families and rescuers — The network relies on their separation and uncertainty. People comparing records across cities can expose connections one local investigation would miss.

Holding sites, commercial fronts, transport agreements, and financial records support the trade. Its transcontinental connections make rescue harder, but also leave more people who can testify, demand payment, or retain a copy of an incriminating account.

History

Local traffickers built arrangements with carriers and overseas buyers. Factors emerged to manage transfers between those markets. The common name spread with the trade, while regional operations retained enough independence to deny knowledge of one another when exposed.
