Description
Second only to King Janus Oselle, the Shadow Court is a clandestine governing body that operates from the shadows, ensuring Ashmuth remains stable, profitable, and loyal to the Oselle dynasty. Their influence extends across law, espionage, and internal affairs, acting as both a judiciary and a secretive ruling council that enforces the will of the throne.
While the Coinwardens regulate trade and the Sovereign Watch guards the streets, the Shadow Court ensures absolute control, handling matters too delicate, dangerous, or morally gray for the public eye. They investigate corruption, treason, and subversion, eliminating threats before they manifest. Their rulings are final, their punishments absolute, and their methods unknown to all but the most powerful figures in Ashmuth.
Most of its members remain masked and nameless, appearing only when required. While their existence is known, few understand the extent of their authority, as they answer only to King Janus himself.
Structure
At the head of the Shadow Court is the Grand Vizier, a figure of immense authority who serves as both the king’s chief advisor and enforcer. Beneath them are the Council of Thirteen, a cabal of masked figures who oversee different aspects of Ashmuth’s justice, intelligence, and internal governance.
The Silent Order, a branch of the Court, serves as its enforcers—agents, informants, and assassins who carry out the Court’s will. Their presence is rarely seen, but their hand is felt in every corner of the city.
