Ashmuth in overview
The city-state of Ashmuth is a formidable trading power within northern Dunshar, its wealth and influence far surpassing the modest size of Ashendel, it's homeland and only territory.
Founded by adventurers, prospectors, and merchants seeking fortune, Ashmuth rose to prominence through its mastery of trade, the exploitation of the region's rich mineral resources, and strategic alliances that secure its sovereignty. Though lacking fertile land, its wealth in metals and gemstones more than makes up for any shortcomings through trade. The ruling Oselle dynasty and the masked Inner Parliament ensure the city-state's stability, governing with stern efficiency under an economic system that treats citizenship as a contract rather than a birthright. What Ashmuth lacks in military might, it makes up for in economic control, leveraging its naval trade dominance and influence within the Orisk Trade Alliance to ensure its continued independence and prosperity.
Structure
Ashmuth operates under a structured, tiered citizenship system, where one's place in society is determined by their ability to pay for their status. Citizenship is not an inherent right but a privilege purchased quarterly, allowing for social mobility—or downfall—depending on an individual's wealth and business acumen.
Residents: The lowest tier, consisting of labourers, miners, and unskilled workers. They do not have the right to own property, vote, or enter the Court District but may work freely anywhere within Ashendel.
Citizens: Granted land ownership rights, access to state-funded workshops, and permission to run businesses within Ashendel. However, they must refrain from taking low-tier labour unless they forfeit their citizen status.
High Citizens: The elite class, permitted to present policies, attend parliamentary sessions, and lead government organizations. Their influence on Ashmuth's inner workings is significant, but their status is directly tied to their financial success.
Above all stands the Oselle Dynasty, with King Janus Oselle as the current sovereign and his Inner Parliament, figures shrouded in secrecy. By ancient decree, no member of the ruling class is ever seen without their ceremonial mask, maintaining an air of mystery and continuity.

Goals & Motivations
Maximizing Profit: Ashmuth is, at its core, a business masquerading as a nation. Every policy, trade agreement and diplomatic decision aims to enrich its coffers and maintain its position as the primary broker of high-quality metals, gems, and jewellery.
Trade Supremacy: Rather than expanding through conquest, Ashmuth extends its influence by controlling the flow of goods. Through careful manipulation of markets and trade agreements, it seeks to dominate the economies of northern Dunshar and the Orisk Gap, making itself indispensable to neighbouring nations.
Security Through Alliances: Recognizing its vulnerability as a small state, Ashmuth ensures its survival through diplomacy and economic pressure. As a founding member of the Orisk Trade Alliance, it commands a robust network of merchant fleets and allied navies, deterring aggression while securing favourable trade routes.
Culture
A people defined by their pragmatism, ambition, and deep respect for commerce. In their eyes, trade is not just a means of survival, it is the highest form of power. Contracts are held sacred, and breaking an agreement is considered a grave dishonour, often leading to social exile or financial ruin. The people value shrewd negotiation, craftsmanship, and wealth accumulation, seeing these traits as marks of personal success.
The city-state’s citizens embrace a culture of masks, both literal and figurative. In business dealings, one must always present a composed and unreadable face, mirroring the traditions of the ruling elite. It is customary for Ashians to wear decorative face coverings during formal negotiations, a practice that extends from the masked governance of the Oselle dynasty. Trust is a commodity in Ashmuth, earned through reliability and profitable partnerships rather than sentiment.
