The Tribunals of the Lords Alliance have an office in every Major city, as well as some smaller towns. Magic users that wish to get a license through the Tribunal must take part in a magic exam to show proof of their skill and their ability to use it responsibly. Whilst failing to pass the exam because of a lack of Skill is often no issue, failing to act responsibly during the exam is a good way to get your name on an Alliance watchlist.
Additionally, The Lords Alliance has given the following Kildarian institutions the ability to give out Magic Licenses to the Spellcasters of Kildar.
Citizens of the Lords Alliance on the Swordcoast often start their journey in Kildar here. Therefore, the Alliance has set up an office for these immigrants to get their licenses the moment they step of their ship.
The magic users of Arland have set up an system of patronage for giving out Licensing Exams. Those that want to get a license must approach a licensed mage and become their student, who will eventually test their student their student. Upon passing the test, the teacher will endorse the student for getting their license, which the Tribunal almost always approves.
Many of the large Druidic Circles in Kildar have come to terms with the Lords Alliance and have gotten approval from the Lords Alliance to put forth their members for a license without having to pass an Exam from the Tribunal, effectively making the rite of passage that the Circles use to decide their members the Magic Exam.
The Wizarding Schools of Brell are allowed to hand out licenses in their city. Every School of Magic (Abjuration, Conjuration, Enchantment, etc.) has its own Archmage, who has to sign off on any pupil of their School getting their license. Individual wizards can still introduce their students to the Tribunal directly, though often the Tribunal will require them to pass a Magic Exam all the same. The city's artificers often present their completed works as proof of skill, though they often still have to pass an exam to determine their responsible use.
It is rumoured that some of the Archmages are under investigation by the Tribunal of Brell for handing out licenses in exchange for bribes.
At the Il-Heban University many a diviner, alchemist and artificer has gotten their License over the course of their studies. The local Tribunal offices inside the university keep a close eye on the research and the students there. Students can sign up for courses that can lead to them getting their license like other courses, though the examination is done by members of the Tribunal offices rather than their regular teachers.
The city of Stormhaven has multiple institutions that can hand out licenses.
The border holds an office of the Local Tribunals, where those travelling into the country from Goblin territory can take an exam and get a license if they do not have one.
The District of Elanium holds many Temples and other religious institutions. Many Clerics and Paladins serve Holy Orders that have been here for centuries. The teachings of the Holy Orders are under strict oversight by the local Tribunal, and in exchange the individual Clerics and Paladins are able to get their licenses with relative easy, as long as the Temples' priests vouch for their members.
Eventide Academy, the exclusive Academy where magic users from the Swordcoast and future Alliance Mages get taught. They hand out licenses to graduates when they transition into working for the Alliance.
