Il-Heban rises from the golden sands of southwestern Kildar, built around a life-giving oasis. Once little more than a modest trading post, the city grew rapidly after the fall of Torrica, as waves of refugees brought new skills, traditions, and ambitions. Today, it is a diverse and prosperous desert city and one of the most stable settlements in southern Kildar.

The halflings have shaped Il-Heban more than any other people. Driven from Torrica during the Crimson Dusk, they pioneered the agricultural techniques that allowed the city to flourish in the desert. Their greatest achievement is the Hanging Gardens of Il-Heban, a magnificent network of gardens and farms supplied by an advanced irrigation system. In recognition of their contributions, the city chose a halfling Sultan to lead it, a tradition that continues to this day.

Il-Heban was once renowned for magical artefacts and caravan trade, but both have declined. Its greatest commodity is now information. Rumours, secrets, political developments, and knowledge from distant lands are bought and sold throughout the city, with professional spies, travellers, merchants, and fortune tellers all contributing to the flow. The Shadow Bazaar, once a centre of illicit magical trade, has evolved into the city's most famous marketplace for secrets and information.

Following the Lords' Alliance invasion, Il-Heban survived through diplomacy and neutrality, reaching an agreement with the goblins of Anfyn that kept the city out of the fighting. The relationship grew stronger after the war, bringing goblin and fey refugees, new trade, and new opportunities. Refugees from devastated Stormhaven likewise found a new home here.

With traditional trade routes declining, Il-Heban has turned increasingly toward science and technology. The Grand Il-Heban University now researches agriculture, alchemy, astronomy, archaeology, and architecture, while the city's glassmakers produce some of the finest alchemical equipment in Kildar. Combined with the extraordinary productivity of the Hanging Gardens, these industries have transformed Il-Heban from a desert trading post into a centre of knowledge, agriculture, and innovation.

There is a saying among travelers: Il-Heban is not a mystery to be solved, but a mystery that already holds its own answer. Beneath its sun-baked domes and within its shaded courtyards, secrets are traded, futures are glimpsed, and destinies are quietly rewritten.
