Silent Ministry

The Silent Ministry is a specialized branch of the Aurethian Celestiate responsible for investigating and suppressing the practice of magic. It operates throughout most territories in which the Celestiate is recognized and possesses varying degrees of legal authority depending on local law.

The Ministry developed from the witch hunts that followed the collapse of the Arvessan Empire and the destruction of the Imperial College of Magic. Its modern role includes investigating suspected practitioners, locating forbidden magical texts, pursuing fugitives, and assisting authorities in cases involving dangerous magical phenomena.

Organization

The Silent Ministry maintains its own hierarchy within the Celestiate, headed by a High Prelate. Ministry Prelates oversee activity across several dioceses, while a Ministry Bishop is responsible for operations within each diocese.

All members of the Ministry are ordained priests or priestesses.

Its ordinary field members are known as Examiners. Within the Ministry an Examiner is formally addressed by title and surname, although this title is rarely used publicly.

Examiners

Examiners are considerably more specialized than ordinary clergy. In addition to theological education, they receive training in investigation, surveillance, tracking, arrest procedures, firearms, physical combat, and the identification of magical phenomena.

They are also educated in the principles of magic, the Void, the Veil, and the dangers associated with magical practice. Ministry clergy study magic extensively for the purpose of recognizing and combating it, but are themselves strictly forbidden from practicing Higher Magic.

Examiners generally travel as ordinary priests or priestesses rather than openly identifying themselves as Ministry personnel. Temporary service at temples, assistance to overworked clergy, inspections, and other legitimate church duties provide convenient reasons for them to move between communities.

Legal Authority

The Ministry's powers differ between countries.

In jurisdictions where the Celestiate possesses broad legal authority, Examiners may investigate property, seize prohibited materials, arrest suspected practitioners, and hold prisoners. Convicted practitioners may face execution under local law, sometimes without a public trial where one is not legally required.

In states where the Celestiate possesses less direct authority, Ministry personnel work through police, courts, or other civil institutions.

Outside mainstream Celestiate jurisdictions, the Silent Ministry has no automatic legal authority.

Reputation

The Silent Ministry maintains a deliberately low public profile. It has no distinctive public uniform and rarely conducts visible operations when secrecy is possible.

Confirmed magical cases have become increasingly uncommon in the modern era, and much of the Ministry's ordinary work now consists of investigating reports that ultimately prove to involve superstition, fraud, disease, accident, or other mundane causes.

Despite this, the Ministry remains well funded, highly organized, and considerably more capable than its unobtrusive public presence suggests.
