A land shaped by the very forces of nature, the Quelatian Empire exists in a perpetual state of balance between the primal elements. Its borders are encased by towering walls of mist and swirling stormfronts, veiling the realm from prying eyes. Travelers who attempt to enter uninvited often find themselves inexplicably back at their starting point—or conversing with sentient, floating armaments and spectral sentries of air and light.

Within the empire’s heartlands, the land thrives in harmonious tranquility. Rolling fields of golden grain and rice sway beneath clear skies, untouched by ruinous storms. Vast groves of ancient trees grow undisturbed, their roots twisting through the hills and valleys, tended by unseen hands. The settlements are few, with most of the empire’s denizens requiring little in the way of mortal sustenance. Instead, they live in great monasteries, towering cities of wind and stone, and secluded sanctuaries where the elemental and the physical meet.

Geography

The empire is a land of rolling hills, mist-veiled valleys, and vast rivers that snake their way through emerald-green farmland. Towering plateaus and deep mountain ravines mark the points where the elements gather in greatest strength, each pulsing with raw energy. The region’s borders are encased in thick, near-impenetrable cloudwalls, creating a natural labyrinth that repels intruders and protects the empire’s sanctity.

Climate

The realm is a land of temperate highland climates (Cwb/Cfb Köppen classification) with warm summers and cool winters, moderated by the elemental forces that shape the land. Rain falls gently in regular cycles, mist lingers over the fields at dawn, and storms only come when called.

Government

The Quelatian Empire is ruled by the Council of Four Winds, a collective of ancient elemental beings that each embody one of the prime elements. Beneath them, regional lords—often elder elementals or gifted mortals—govern their domains with wisdom and patience. The empire follows a philosophy of balance and harmony, where power is shared among those who uphold the natural order.

A Short History

The empire’s origins are shrouded in myth. Some say it was shaped by the first breath of the world itself, while others claim it was the last refuge of the elemental kin before the rise of mortal civilizations. Regardless of its true beginning, Quelatia has remained hidden from the world, untouched by conquest or corruption. Over the centuries, envoys from distant lands have arrived at its misted borders, seeking knowledge, trade, or refuge—only to be judged by the unseen sentinels that guard the way.

Though the empire has known little war, whispers stir of a disturbance in the balance, a fracture in the elemental cycle that threatens the peace it has long maintained.

General information

Geography

Beyond the veiled borders, the empire is divided into distinct elemental regions. The Skyfields, a vast expanse of floating islands suspended within the endless currents of the sky, serve as a sanctuary for the Sylph and air elementals. The Molten Forges burn endlessly, fueled by rivers of liquid fire tended by Ifrit artisans. The Stonebound Valleys house ancient Oread temples, carved directly into the cliffsides, while the Pearlflow Reaches—a network of rivers and lakes—are home to the Undine and their sacred springs.

Government

The Council of Four Winds is composed of four elemental sovereigns, each representing Air, Fire, Earth, and Water. Decisions are made through consensus, ensuring that no one element dominates the others. Each region of the empire is overseen by a Lord-Ascendant, chosen based on their attunement to their respective element and their ability to maintain order. These lords serve as both rulers and spiritual guides, reinforcing the empire’s philosophy of elemental harmony.

Aurai-no-Mikado serves as the seat of governance, where the Council convenes within the Celestial Chamber, an ever-shifting structure that reflects the state of the elements. The governance of Quelatia is not one of strict laws but rather of natural order; disputes are mediated through elemental trials, where individuals must demonstrate their wisdom, resilience, or attunement to the forces of nature. The Council also relies on the Whispering Sages, a group of elder elementals and mortal scholars who act as advisors and interpreters of the ancient laws.
