The Skorvann League is a sovereign island state in the Boreal Ocean off the northern coast of Occara. Its territory is concentrated across seven large islands and the Kvernring Atoll, together with numerous smaller islands, reefs, and coastal dependencies. Hravnskar, situated among the central islands, serves as the federal capital. The League is divided into five member states: Hravn, Keldvar, Brannholt, Nyrskar, and Kvernring.
The Skorvann have inhabited the northern archipelago for thousands of Cycles (each equal to 1.4608 Veyrathian years) and possessed their own language, religion, maritime traditions, and regional institutions long before the islands were incorporated into the Imperial State of Khargorath. Khargorathi rule ended during the 3rd Arvessan War of Succession. The Hravnskar Rising began in 1267 AB and developed into a broader independence movement as Khargorath's military position deteriorated. Skorvann island governments, naval forces, militias, and local leaders formed the Northern League of Defence during the war, and Khargorath formally recognized Skorvann independence under the Concord of Vraakheld in 1273 AB. The present federation was subsequently organized under the Charter of Hravnskar. Khargorathi histories continue to describe the League among the states lost during the war.
The League's nearest neighbors are the Maritime State of Zhergost to the southeast, the Imperial State of Khargorath to the south, the Kingdom of Kharneth to the southwest, and the Kingdom of Varnholt to the west-southwest. Relations with Khargorath remain cold but functional, complicated by Skorvann communities that remain within Khargorathi territory and by unresolved memories of the independence war.
The Skorvann League is an industrial maritime federation whose economy is closely tied to the resources of its islands and the surrounding sea. The heavily forested southern islands support large timber, pulp, and paper industries. The central islands contain extensive mineral deposits and support major mining, iron, steel, ordnance, and heavy engineering concerns. Whaling remains one of the country's largest maritime industries and one of the oldest occupations practiced by the Skorvann.
Shipbuilding, navigation, marine engineering, and ocean-going commerce occupy an unusually prominent place in Skorvann life. The League maintains substantial commercial shipyards and naval facilities, while Skorvann sailors, navigators, engineers, whalers, and shipwrights are employed well beyond the archipelago. Maritime experience is common across social classes, and even inland industrial centers remain closely dependent upon coastal shipping.
The League is also a major center for private military enterprise. Its laws are unusually accommodating toward mercenary companies, many of which maintain their registered headquarters, recruiting offices, financial accounts, or supply depots in Hravnskar and other League ports. Skorvann mercenaries have an international reputation for courage, endurance, and aggressive battlefield conduct.
Herfjóran is the dominant religion of the Skorvann and remains deeply influential in public life, military culture, social hierarchy, and attitudes toward courage, competition, conquest, and personal reputation. The League is nevertheless a modern industrial state with railways, telegraphs, newspapers, banks, professional armed forces, technical schools, large corporations, and an extensive maritime bureaucracy.
The five member states retain strong local identities and considerable authority over their own affairs, while the federal government at Hravnskar is responsible for foreign relations, common defence, federal finance, interstate commerce, and matters affecting the League as a whole.
