The Southern Part of Stormhaven technically belongs to the goblins. They are, however, still struggling with the concept of ownership and do not mind sharing the district with anyone who comes along. Most people, however, would find it far too chaotic to live here permanently.
The planning of the district might be the only thing that is not very chaotic.
The Southern Part suffered the most during the battle. Many buildings were little more than rubble even before the battle, but afterward there was no doubt about their condition. The walls were heavily damaged as well and eventually disassembled.
In order to atone for the damage done, the goblins gathered whatever resources remained from the destroyed houses and used them to build new ones. At the request of the locals, they tried to make the houses reliable and sturdy, but without any fancy features or decorations. These houses were intended for everyone who had lost their homes.
As a result, the number of houses naturally decreased, but surprisingly, the new ones were better than many of the houses that had stood here before. In general, these houses also follow more or less the same design. They became known as Brukkaracks, after one of the local goblin leaders. For some time, all new houses were built in this style, and only recently have other types of buildings started to appear.
Among the houses, there is not much to see apart from a small port, which is not used very often, and, of course, the Ja(h)red University, where bards, philosophers, scientists, but also scammers and conspiracy theorists come to give and attend lectures.
The population mostly consists of different goblinoids and fey who came either during or after the war. One quality they mostly share is relative peacefulness, as those who came or stayed here generally wanted to avoid the civil war going on in the south.
Otherwise, they might not be connected whatsoever, as each person can have a new role every day. Everyone can do whatever they want, and most people change their jobs, place of residence, and sometimes even their beliefs almost every day.
There is also a population of other races. Many of them lived here before the invasion and managed to stay only because of the repairs made by the goblins. However, most people would not find living here particularly comfortable. It is one thing to survive a great change happening overnight because of a battle, but it is another to be affected by random changes every single day. Let's just say that this lifestyle is not for everyone.
It is also hard to say that this district is truly governed. Technically, there is a council of shamans and chiefs who act as local leaders, but, as you might already guess, they change almost every day. Moreover, even their numbers change.
For the Lords' Alliance, this is often a headache when they need to discuss something with the goblins concerning Stormhaven. One day, they might have to negotiate with seven goblins, while the next day there could be seven hundred. There is also no guarantee that they will manage to discuss anything constructively.
As with everything else in this district, the economy is extremely chaotic. Most of the time, people here struggle financially, which is not particularly surprising considering that everyone constantly switches jobs and trades, assembles and disassembles their stalls and workshops, and even changes where they sleep and live almost every day. Anyone who manages to do the same job for more than two days in a row is considered to have a humongous amount of experience.
Surprisingly, usually about once a month, all this chaos somehow results in a single day during which everything works perfectly. Most people describe it as feeling like they have entered a completely different place. Everyone has money, everyone wears fancy clothes, everything works, and even if you visit a random stall, somehow they will have exactly what you need. The next day, however, something happens, and the district returns to its normal state.
A famous economist named Urban Marx once came here to research how the economy of the district worked. Step by step, he began to understand how everything was connected. Unfortunately, before his mind could grasp all the consequences of all the actions of all the people involved in the district's economy, he lost his mind. One of the last entries in his journal that still made sense read:
A goblin baker decided to switch his profession to that of a mortician. This caused a food shortage in one part of the district. Trying to find food, a bugbear went hunting in the local forest. On his way to the gates, he met a scammer who suggested that he hunt owlbears because they are large and have a lot of meat. The bugbear believed him and decided to search for owlbears on the beach.
At that moment, a group of goblins were digging on the beach in search of treasure. This caused a commotion because the goblins did not want anyone near them, while the bugbear was searching for owlbears among them. Because of the commotion, one of the goblins went to look for help and returned to Stormhaven. He spoke to an orc, who decided that he was going to be a guard today.
The orc could not resolve the problem, so he suggested settling it in the ancient way—with a fight. They built an improvised arena out of wood and used nets as walls. They fought, and the bugbear won, but everyone became exhausted and went to sleep nearby.
When they woke up, the nets were full of fish.
Now I am going to spend some time interviewing the locals to understand how this fish was distributed throughout the district."
The Bard College in Sunnyspire Quarter was known as Jarad University. It was named after Jarad—or Jahred, or Jahrad; nobody knows, and every option is actually wrong—a notoriously terrible bard whose performances were infamous for their lack of skill.
Surprisingly, the university survived the battle relatively well. Only the library was emptied, reportedly on the orders of the Lords' Alliance general Ravenguard.
Today, the university has been given a new life. The goblins really liked the place, and because there is so much freedom in the district, they decided to rename it the Open Ja(h)red University.
Today, anyone can come and listen to a lecture, and even more importantly, anyone can come and give one. Bards have not been forgotten either. They can come and perform, and they often gather here to form groups and play together. Anyone can bring something for research or ask to discuss any topic.
All of this leads to interesting results. Sometimes, science makes huge strides here in a matter of days. At the same time, it is also a place where pseudoscience spreads freely. If you attend a random lecture, you have an equal chance of learning something real and new—something that perhaps nobody else in Kildar knows, except those who attended the lecture—or listening to some of the most horrible and unreliable information anyone has ever heard.
There are even rumors that sometimes the spirit of Джаред himself appears and gives lectures about dyes.
