Costa Del Rugido, or Roaringhaven to outsiders, perches on the sun-baked coast of Concordia, its terraces cascading like steps toward the sparkling sea. The city’s buildings rise in sun-warmed ochres and deep terracottas, adorned with intricate mosaics and carved reliefs that catch the light, reflecting both its rich history and enduring vitality.

Beneath the streets and markets lie the remnants of Maraya, the ancient Luminary capital destroyed in the Throne War, its ruins partially integrated into the foundations of modern plazas and quiet courtyards. The air carries a mingling of sea spray, warm sand, and the aromas of spiced foods sold by merchants in vibrant open-air bazaars.

City Layout

The city is divided into two concentric inspired by the image of a lion’s mane encircling the city’s core. The outer ring thrives with commerce and scholarship. In the Southern Mane, the renowned Cursebreaker Academy stands proudly, its sunlit courtyards lined with ornate columns and fountains, teaching the arcane, alchemy, and divinity.

The Northern Mane teems with life at the Saltspray Bazaar, where merchants’ colorful awnings and hanging lanterns create a kaleidoscope of light over stalls overflowing with spices, silks, gemstones, and exotic goods. Here, the rhythm of drums and the strumming of strings blend with laughter and haggling, painting a scene of vibrant, coastal energy.

The Western Mane is primarily residential, a dense tapestry of winding streets, terraced homes with flat roofs, and shaded arcades, where families and neighbors share courtyards and rooftop gardens, fostering a strong sense of community.

The inner ring, the city’s heart, embodies culture, spirituality, and ceremony. Along the Ember Promenade, crimson fabrics ripple in the warm evening breeze, lighting streets alive with music, dancers, and storytellers. The Verdant Gardens provide a sanctuary of lush greenery, olive-like groves, and delicate fountains, where citizens meditate, worship, and honor those lost in Maraya’s destruction. The Azure Canopy, adorned with deep blue tiles that gleam in the sun, is home to the Cathedral of Solaris, where pilgrims come to pay homage under vaulted courtyards and open-air terraces.

At the center, the Royal Palace towers with its open courtyards, sun-drenched balconies, and gilded arches, a symbol of Concordia’s strength, resilience, and unity.

Life in Costa Del Rugido is shaped by its warm, coastal climate. Rooftop terraces, shaded colonnades, and flowing fountains provide relief from the sun, while residents celebrate traditions like the Sunset Dance at Shamsha Leonidas, a restaurant famous for its six-course meals and ritual of pairing dancers under the moon, also known as the Mirror of Solaris. Even the city’s bathhouses, like the Silver Dragon, and the unique ice-covered mansion of Einar Giedensera, the last Luminary of Maraya, contrast sharply against the warm climate, blending luxury, tradition, and ingenuity.

Yet, Costa Del Rugido endures, a thriving city where history, culture, and daily life intertwine under the golden coastal sun.

Economics

Costa Del Rugido operates a unique economic system. Upon registering as a citizen, individuals receive a fixed income, ensuring that everyone’s basic needs are met. However, there’s a strong emphasis on contributing to the city’s success through work, with extensive incentives for citizens to find employment. Various programs, some of which are overseen by the Concordi Sentinels, encourage career development and social contributions, from artisanship to public service.

The Concordi Sentinels and the Stewards of Solaris maintain order in Costa Del Rugido, acting not only as guards and peacekeepers but also as organizational support, ensuring that the city operates smoothly and efficiently.
