Despite having the most 'members' of any Organ of the Nation (even counting Replika, whom all fall beneath AEON,) GFON has little true authority outside of the capacity of its higher-ups to unilaterally declare a Pandemic or Epidemic without prior permission, which provides it sweeping additional powers even if restricted to the location in which it declares such things.

Its 'Research' arm has extremely low funding outside of the Resonant Sciences, as well as being heavily politicized, thus meaning little true progress in most avenues is made and fewer numbers of people enter it in the first place. Universities have broadly transitioned away from a desire to teach the 'new,' and instead ensure that what is already present can be expanded and maintained.

AEON, through its right of labour-control provided to it by ORON, still retains the ability to decide who works where (at least in a broad sense,) and there is little desire to change a well-entrenched system of such importance that yet-remains effective.

Ultimately, GFON serves primarily as a means of more-centrally distributing medical knowledge, providing research 'funding,' and organizing necessary responses to health crises than an Organ of much actual power- most medical professionals rare speak of the Organ, given its broader lack of direct utility to themselves.

Only those in management positions would take more note of it, as they're often the ones needing to relay word down the chain. It is far closer to an entity that provides directives and adjustments than their direct employer... even if it technically is.
