Urata Kanda was a member of the Urata Family in the Cinoh Shogunate. His family had lost all of their standing and he grew up as a simple fisherman until his son Urata Anlyth restored the family's honor before his death.
Kanda was then given respect by the other nobles and powerful people of Port Cinoh, and was elected to become the Master of Shields of the Cinoh Shogunate at age 58. He is well known for intervening in the Siege of Tikius in 3E452 and saving the city from the Crimson Empire.
Kanda grew up as a simple impoverished fisherman in Port Cinoh. As an adult, he fell in love with a Wood Elf from Xi-Di, and ended up having a son with her named Urata Anlyth. However, she then left him and went back to her homeland, leaving him to take care of his son alone.
His family, the Uratas, descend from an original water genasi ancestor named Urata Nagisa who served as one of the four royal guards of the Aomoya Emperor of the Empire of Cinoh hundreds of years ago.
This ancestor forged the legendary katana Suiryuto, which has been passed down the family for generations. The sword had rusted and lost most of its power by Kanda's time.
He grew up to be a gruff and stern man, but he loved his son deeply even if he didn't show it. He wanted Anlee to get out of the home and get a 'real job', pushing him to become a sailor aboard The Hisui Maru.

In 3E450, his son Anlee returned to Port Cinoh alongside his new party the Phoenix Nebula. He welcomed them into his come, and they even tried helping him out and cleaning up the place. He sympathized with Anlee, and then gave him the family heirloom, the rusted sword named Suiryuto. Anlee awakened the sword to its true power later on, and then disappeared for two years within the Aethian Dominion looking into his heritage.
Two years later in 3E452, Anlee returned to Cinoh during the crisis following Shōgun Iwale's assassination. He urged him to be careful, and Anlee would later discover his family's true legacy and former role as defenders of the emperor. Anlee and the rest of the Nebula would then fight Kagegojuu Aite and Daimaō Damien, defeating them. Anlee was given a momentary chance to even become Shōgun himself, but he refused. He elevated the Urata Family to its former respect.
Kanda was then elected to become the new Master of Shields for the reformed Cinoh Shogunate, going from a simple fisherman to commanding the Cinohan Navy. However, soon after this, he received a message from the Nebula that his son Anlee had passed away. He didn't have much time to process his grief, as the Crimsons had begun a Siege of Tikius, and the city asked for help from the Cinohans.
Kanda rushed the Cinohan Navy to Tikius and intervened in the Siege, proclaiming Tikius to be within the territory of the Cinohans and diplomatically forcing the Crimsons and Grand Admiral Isabeau to stand down. The crew of the Nebula thanked him, and returned Suiryuto to him. He was then strong-armed by Belanar Gullis into having him become the new Governor of the city.
"The Council of Cinoh had laid claim to Tikius yesterday. By attacking our land, this could be seen as a sign of war against our nation. However, we can chalk this up as a mistake, that can be rectified."
