Altoria, and through it Imperion, is led by two Consuls, one over the military (Lucius Valens) and one over civil rule (Lucilla Ventris), above a Senate chaired by Chancellor Emilia Caelestis. Real power runs through the nine Noble Houses, each with its own domain and forever competing for influence.

Humans are the majority, but every major people is here in numbers, several with districts of their own: the Nagaji in Serpent's Rest, elves in Silverglade, centaurs in Gallop's End, and small folk in Hilltop Hollow. The Abyss draws adventurers from across Orethar, keeping Altoria more varied than almost anywhere in Imperion.
Founder's Day marks the Great Unification with parades and speeches; the Celestial Festival in Sanctuary Square lights the Eternal Flame of Valor beneath the aligned stars; and Delver's Rest, an unofficial Ironclad Ward holiday, toasts a famous Abyss expedition and its fallen.
Built on adventurers' coin, the city still runs on the dungeon trade, the Guild Accord licenses delving and taxes the cores that come up, funding city services. Around it has grown a full market of trade, craft, and finance, centered on the Gilded Bazaar and Merchant's Exchange. It's a Level 20 market: given coin, almost anything can be found here.
