Countess Fenya Cetrovna was the human governor of Canau. She was the Pirate Lord of Sloth during the Curse of the Blood Sea campaign, and she passed away at the end of it.
Once a young and fierce noble-born pirate, she settled down in Canau and became the elected governor of the city. She created the Broken Quill Casino, and despite the infamy her piracy was never proven in court by the Lunar government.
Biography
Early Life
Fenya Cetrovna was born to a family of ex-nobles in Canau. Although the nobility was abolished by the Lunar Collective, she held onto the title of 'Countess' ceremonially.
She grew up to become a fearsome pirate evading Lunar capture, eventually getting her hands on the Piece of Sloth and becoming the Pirate Lord of Sloth in 3E398. Fenya would become a founding part of the Lunar Pirate Federation, a sub-sect of the Pirate Court centered on the Ashfall Sea and the Lunar Sea. She created the Broken Quill Casino to initially launder her money and ill-gotten gains.
'Countess' Fenya Cetrovna was elected as the governor of her hometown Canau in 3E405. Becoming a Lunar official within the Lunar Îles Protectorate further helps her hide her obvious piracy, and the Lunar authorities are never able to pin her down for her crimes and corruption. She essentially became the only one controlling Canau, despite being Lunar in name.
Cetrovna also worked as a privateer sanctioned by both the Lunars and the Crimsons during a period of relative peace. One day in 3E428, her ship was stuck too deep into the rocky beach of a island within the Jasivian Sea. A 16-year old girl named Isabeau that belonged to a poor fishing family helped Cetrovna figure out how to free the beached ship using ropes and a little bit of magic. Cetrovna had her recruited into the Faithkeeper program since she had a natural talent for magic.
Curse of the Blood Sea
In 3E452, the crew of the Phoenix Nebula docked at Canau and visited her mansion. A dwarf named Morley Tobe had quite a lot of debt to Cetrovna, and she asked them to investigate the Firewatch Monastery to find him. The party ended up saving the Monastery from a zombie demon invasion, and let Morley escape, reporting to her that he is dead.
Later in the year, the party visited her inside the Broken Quill Casino and asked her to reconvene the The Pirate Court at Shipwreck City. She initially refused, but that day Bolt Karboniv of the Lunar Collective conducted a surprise raid on her casino and tried to arrest her. The crew of the Nebula helped her escape, and she promised to join them at Shipwreck City, although she remarked that she knew that she's near the end of her life.

Lyn: "The last time we met, you only had a few wrinkles on your face, my lady."
Cetrovna: "And yet, you don't seem have aged a day."

After the reconvening, her fleet helped push back the demons and close the Abyssgate for good. During her return to Canau, she died under mysterious circumstances, and her position as the governor and 'pirate-lord' of Canau was taken over by Roonan Deeprose, who had wanted her dead beforehand.
Timeline
3E367 - Fenya Cetrovna is born to ex-nobles in Canau.
3E398 - She becomes the Pirate Lord of Sloth.
3E405 - Countess Fenya Cetrovna is elected as the Governor of Canau.
3E452 - She meets the Phoenix Nebula, and later in the year the Lunars try to arrest her. She escapes, and helps seal the Abyssgate before her mysterious death.
