Xiphalia "Locked-Treasure" Sitarro, is the sea-elf leader of Shipwreck City. She was the Pirate Lord of Envy during the Curse of the Blood Sea campaign. She continued as a pirate lord in name even after the campaign's end.
A cold, anxious, and paranoid woman, she slowly became more and more locked-away as the years went on. She is also the mother of Elise Pearlwynd.
Biography
Early Life
Xiphalia was born in the underwater city of Akainii. She grew up to become a brave and adventurous pirate, traveling the world.
In 3E355, Xiphalia was passed down the Piece of Envy by its previous holder, making her the Pirate Lord of Envy. She got the rusted padlock partly because she envied the previous holder. She slowly started to become more paranoid and anxious in this new role.
This got the attention of Golzoorhah, an amethyst dragon who wanted to close the Abyssgate and defeat Xaniv the Whisperer. He made a deal with her, promising to protect her from the evils of the world. She agreed, and he wiped this deal from her memory, taking up residence within her head.
Golzoorhah provided her with a psychic-linked echo-spirit of himself as a companion, the draconic spirit they now call Cynthia. Creating his lair within the head of a pirate lord, an elf at that, gave him ample time and security to research. Xiphalia no longer had any knowledge of a dragon living within her.
In 3E404, Xiphalia's ship was docked in Hyarat. There, she met the noble human Eadwulf von Rosenburg IV. After a short affair, they had a half-elf daughter named Elizabeth. Xiphalia only stayed with the Rosenburgs for a few years, and Elizabeth has only fleeting memories of her mother from this time. Xiphalia felt too tied down in Velmont, and wanted to go back to sailing the high seas as a pirate. She was already quite stoic to begin with, but became more and more cold as time went on.
In truth, this was Golzoorhah steering her subconsciously back towards the Cometfall Sea, and towards making her base at its edge at Shipwreck City. She restored the meeting chamber of the The Pirate Court for the next time the abyssgate needed to be sealed. Becoming the mayor of Shipwreck City in 3E409, she slowly become more closed-off, spending entire days within the council chamber wreck.
Curse of the Blood Sea
During the Tidemeet festival of 3E452, she grows suspicious of Sif and Laoch Redfield, throwing them in her dungeon. There, they found Urata Anlyth already imprisoned from a week or so ago, and Boz Walarson who was imprisoned by her months ago for seeking information about the Abyssgate. They escaped her prison with the help of the rest of the Phoenix Nebula crew and were chased by her fleet for a while until they teleported to the Plane of Water to escape.
Xiphalia would meet the crew of the Nebula some months later when there was need for the pirate court to be reconvened. She was still suspicious of all of them, but Elise Pearlwynd revealed that she had discovered that Xiphalia was her mother. They had a cold reunion, and later the party discovered Golzoorhah's existence and decided to help him beat Xaniv. Elise would slowly get closer to Xiphalia, closing the distance that the two had.
Xaniv: "You had a lot of heavy words to say about me the last time you visited the Anchorage, did you not?"
Xiphalia: "…I don't intend on taking any of them back, Whisperer."
Xaniv: "It is most curious still how my magic does not work on you."

Xiphalia was present when the court was reconvened, leading the talks and then sailing her fleet towards the Abyssgate. She helped beat back the demons and destroy the Abyssgate for good. During the fight, Golzoorhah left her mind and tried to kill Xaniv, but was thrown into the Abyss. After the The Pirate Court was disbanded, she continued to be a pirate lord in name anyway, growing less anxious and paranoid with time with the curse of the padlock now lifted.

3E204 - Xiphalia Sitarro is born in Akainii.
3E312 - Xiphalia becomes a pirate, leaving her city to adventure across the world.
3E355 - Xiphalia becomes the new Pirate Lord of Envy, and later makes a deal with the amethyst dragon Golzoorhah. He hides within her subconscious, and makes her forget the deal ever happened.
3E404 - While docked in Hyarat, Xiphalia has an affair with Eadwulf von Rosenburg IV. She has a daughter with him named Elizabeth.
3E406 - Xiphalia leaves Velmont after 2 years, seeking the open sea again while being subconsciously guided by Golzoorhah.
3E409 - Xiphalia restores Shipwreck City's council chamber wreck and becomes the mayor of the city.
3E452 - She puts Boz Walarson and Urata Anlyth into her prison. After Tidemeet, she grows paranoid of the Phoenix Nebula. Later, she reunites with her daughter Elise, and helps reconvene the The Pirate Court and close the Abyssgate for good.
